Rozell's analysis is first-rate scholarship which will prove to be as enduring as the classic by Raoul Berger. Indeed Rozell complements and updates Berger's analysis but at the same time contradicts its central argument, and correctly so, with the result that a reasoned and mdoerate stance on this controversial predidential doctrine is achieved.
