The killers voice and looks after he transformed into Tickle me Elmo was the funnest park of the movie and that includes their lame attempt at humor. I try and give as much leeway to low budget movies as I can, but very little creativity was used in any form in this movie to try and compensate for their budget to add a little polish to their production. The hospital waiting room scene was a living room with family photos on table? They couldn't even remove the pics for a 30 second scene? There are other scenes that have blatant errors like this, but my head is still hurting from watching the whole thing.
I am in the minority with my review on this movie so I think that this is one of those movies with no grey area you'll either love it or hate it. The other reviewers that panned this movie had similar issues with it as I did.
So fellow horror fans the choice is yours heads or tails. I think that you'll of made up your mind whether this is a good or bad movie within the first 10 minutes. Thats not to much time out of your life to invest to see if this movie is worth it or not!
I forgot two other really bad things about this movie. One the shot direct to video image quality is BAD and the sound during cell phone conversations (hurt my ears bad) is REAL BAD too!
Rating 0 to 5

Entertainment Value = 1.4
It's not. It fails miserably at everything it attempts, regardless of how you perceive the low budget, garage recorded feel.
The camera shakes constantly and likes pointless angles (shooting a door of a house for no reason before several scenes).
The acting and effects are what you'd expect from low to no budget garage movies; they are not scary or funny, just really bad.
The plot, which I was hoping to be the savior, sounds funny in and of itself. Let me save you from watching the movie by spoiling the plot- There is a beginning scene with a babysitter and a predator in the woods who tickles the babysitter to death. Then the movie randomly goes to the major scenario of the movie- A person with foot fetishes develops an insane urge to become the tickle monster, and tickles people till they throw up and die. Some really terrible cops pursue the serial tickler throughout the entire movie. Alot of people get tickled to death by this tickle monster. Towards the end it gets a bit more demented in a "saw" like fashion as people will be the determining factor in their death (biting on a guillotine and made to laugh releases the guillotine, killing them). The female cop gets caught by the tickle monster at the end of the movie, and instead of getting killed like everyone else, the tickle monster gives the insane urge to her. But before she starts killing people by tickling them, they say a neat phrase out loud like beetlejuice, which eliminates the urge once and for all.
As this may sound like it would be funny; it is not. And I like really crappy, cheesy, horror movies; this one is just awful.
Pass on this one, but if you insist, for god's sakes just rent it!
First off, the movie is not meant to be taken seriously by any means. It is meant to have fun and that's what it does. While the film is not really scary by any means, it does have some good gore, including a crazy scene where the tickle monster puts a girl in a guillotine, and puts the rope in her mouth that is holding the blade at the top. He then proceeds to tickle her feet and she must not let go of the rope, or she will be beheaded! Well, I'm sure you can guess how that scene ends! Ha!
There are quite a few funny scenes in this film, and while it tends to run a bit long, it managed to keep my attention the entire time, something that a lot of super low budget films like this are not usually able to do. So if you want a cheesy, fun, horror flick...check out FETISH DOLLS DIE LAUGHING!
