So, here's the problem. Normal CB frequencies live in the 11Meter band (26.965 to 27.405MHz) but this antenna doesn't even tune there. After getting deeper into the HAM radio HF side of things and purchasing a RigExpert Antenna Analyzer I found that this antenna was resonate around 26.300MHz. This means that the "tuning" ability of this antenna is counterproductive (as you turn the tuning screw you lengthen the antenna and tune it even further away from where it should resonate. In order to fix this problem, this antenna needs to start out tuned to around 29.700MHz. Then, as you lengthen the tuning screw you would tune it into both the 10 Meter and the CB band.
That all being said, I cut about eight inches of the plastic coating off of the top of the antenna, cut the wrapped wire as I analyzed it, and got it resonate within both the 10 Meter and CB bands. The picture I posted is of how much wire I had to remove to get it into the CB band. Then I tuned it up to 28.480, used electrical tape to cover the exposed wire. I then ordered a Hamstick. I'll tune this antenna back into the CB band and use it there if I ever need to dust off my CB.
