Play and Record Television Digitally
The WinTV-HVR-950 is a simple-to-use device that brings over-the-air high definition ATSC digital TV as well as analog cable TV directly to your PC desktop or laptop. With the additional included antenna, it can also receive analog TV broadcasts, and it can also accept video feeds directly from a camera or satellite box.

More versatile than a DVR, the WinTV-HVR-950 is a pocket-sized device that simply plugs into your PC's USB port. It features a built-in digital ATSC over-the-air TV receiver. If you live in one of the more than 200 cities in the United States that receives ATSC digital TV, you'll have immediate access to as many as 1500 digital TV stations. ATSC digital TV is the over-the-air HDTV standard for North America. ATSC broadcasts range in resolution from standard definition up to the high definition 1080i format. A portable digital TV antenna, which can be used to receive digital TV up to 10 miles from an ATSC transmitter, is included with the PVR . Once the WinTV-HVR-950 is connected, you can begin to record your favorite shows in high-quality MPEG-2 directly to your hard disk using the Hauppauge SoftPVR MPEG-2 encoder. Television recordings will typically consume 5 GB of disk space per hour for ATSC high definition, while analog recordings will typically consume 1.5 GB of disk space per hour. You can also use the included WinTV-Scheduler to program your compute to record your favorite analog or digital TV shows for play back at any time.

More about PVR Technology
PVR stands for PC Video Recorder. The WinTV-HVR-950 is a PVR that allows you to play television through your computer and record the broadcasts digitally. PVR doesn't use standard videocassettes; instead, it uses your computer's hard disk to store the broadcasts.

Once you record a television show to your PC's hard drive, you can burn a CD or DVD that will allow you to play the show back on another computer or on your television. With video editing software (not included with the WinTV-HVR-950), you can even edit the shows. This is a great feature if you want to save clips from movies or sitcoms, or keep your favorite player's grand slam or TD kick-off return for posterity.

I've been looking for a USB HDTV Tuner mainly to watch TV from my laptop and I came across this one. I was choosing between this Hauppauge WINTV HVR-950 or the Pinnacle PCTV HD Pro Stick. The PCTV seems to have more accessories as it includes an A/V adapter cable and a Mini remote control. It also seems as good as the WINTV HVR-950 in terms of performance, basing that opinion solely on Amazon and CompUSA reviews. However, the price difference swayed me to take the plunge and try the WINTV HVR-950. The A/V adapter cable and a Mini remote control would have been nice BUT I did not think it was worth the extra cost.

I wasn't expecting much from this USB Tuner but it blew me away! It is awesome! I connected this tuner to a 1.6MHZ Intel Centrino M with 1GB of RAM. I was expecting the picture to be choppy but it pulled in 31 digital over-the-air channels in my area and stations broadcasting in HDTV came in very clear. The tuner is software-based and there is a noticeable lag when switching channels. Since my expectations were not very high, this wasn't an issue for me. It would be sweet watching HDTV from the airport while waiting for my next flight. Overall, I'm extremely impressed with this product and I recommend it.

Big disappointment

This is the first product I have returned to Amazon, I have been a customer for about five years. The tuner seems very much like a beta product, rushed to market without much thought to reliability or ease of use.

Perhaps the problem is user expectation. I am used to a TV working almost instantly when I press 'ON.' With the HVR 950, pressing 'ON' did not yield results after four-hours of set up. The first problem was that the HVR 950 does not support Windows Vista out of the box. There is no inkling of this problem until you Google PVR 950 Vista and download the new drivers. After much tweaking I got it to scan the cable channels but then discovered that if I want to use Windows Media Center, I was SOL...no support for that either--I downloaded a patch, but it did not work. So I used the native interface to choose a program to record went away (leaving the laptop on of course) and got home to watch the program only to be greeted by an error message.

After the next two days I got the HVR 950 to work once, all of the other times I just got the title screen with the Empire State Building on it. I am not sure what was wrong. Of course I could not test it using Over the Air signals because the PVR 950 instructions recommend that you do not use the included antenna for OTR setup--Why include something and then basically say it is probably not going to work? This instruction is another indication that this product is really a beta release and has long to go before it is as easy to use or as reliable as a conventional television.

- GENERAL -

NOTE: Newer versions of this card actually show up on device manager as version 980, instead of 950.

My Setup: Vista Home Premium, Windows Media Center (built into Vista Home Premium and up), Core 2 Duo 3.0GHz (E6850), 2GB RAM, nVidia 256MB 8400GS

Overall, the card is a pretty good deal when you compare it to PCI cards. If you get a discount or rebate you might get it for less than 50.

- HD V. ANALOG -
This card really shines in ATSC HD mode (using an antenna). The difference between analog and HD is almost like night and day! It's amazing how much better HD looks, even in the exact same computer.

You should also know that with HD signals you either get the signal and it looks awesome or you don't and you don't see anything. With regular over the air TV you would get fuzzy channels if you don't get a good enough signal, but with HDTV you will either don't get the channel at all if the signal is too poor or you will get dropped frames (or skipping) if the signal's almost good enough. The dropped frames can be very distracting - it reminds me of fast forwarding or a scratched DVD, so you will probably need to get an antenna to actually get a good HDTV experience.

THIS CARD WILL NOT RECEIVE CABLE HDTV, it only works with over the air HDTV using an antenna.

On the other hand, analog reception (from cable at least) is good or "OK", but a little washed out and grainy/snowy when compared to the WinTV-HVR-1800 (PCI), which I've used side by side. The analog reception would be good as a secondary unit, or a good primary card if your computer's not very fast or you don't care too much about analog quality.

- SOFTWARE -
I haven't used the bundled software because I used previous incarnations of it and the reviews indicate it hasn't improved much. It's supposed to work with XP Media Center and all sorts of other programs, but I can't attest to that.

The card works amazingly well in HD mode with Vista Media Center, but you need to install an encoder if you plan on using it in analog mode (look for "MCE software encoder" here: [...] Also, you can only use it as analog OR HD mode in MC, but apparently you can switch between modes with the WinTV software. That's not a problem for me, since I'm using this as a secondary card, but it's a downside if you want to use it as a primary card in Vista MC.

- OTHER THOUGHTS -
Again, you might need to get an antenna to receive HDTV over the air, but if you're close to HDTV transmitters the included antenna might get you a good enough signal. I'm only a few miles (around 5) from transmitters and the included antenna gets me:
- 3 channels with a good enough reception (no skipping or dropped frames)
- 3 more with spotty reception (a few frames get drop every now and then)
- 2 more channels that are scrambled or don't have a good enough signal to be viewed

- FINAL THOUGHTS -
I strongly recommend this card for HDTV. The quality is just amazing and the price is difficult to beat (particularly if you get a discount). In analog mode, this is a good secondary card if you already have one, or a good primary card if you're on a tight budget or if your computer is older or not very powerful. Fortunately, my computer's fast enough and I didn't run into performance problems. As with any hardware upgrade, you should consider your system's performance before getting it.

If your system's good enough, it's hard to go wrong with this card
It gets a 4 because compared to the WinTV-HVR-1800, the analog signal's not as good (but still good) and it requires software not included in the Disc to work with Media Center - it took me a while to figure this out. If I didn't compare it to the WinTV-HVR-1800, it would probably get a 5, but if I had to use the included software, it would probably get a 3.
