About the Author

John Gastil (PhD, University of Wisconsin-Madison) is a professor in the Department of Communication Arts and Sciences and Political Science at the Pennsylvania State University, where he is a senior scholar at the McCourtney Institute for Democracy. Gastil's research focuses on the theory and practice of deliberative democracy, especially how small groups of people make decisions on public issues. The National Science Foundation has supported his research on the Oregon Citizens' Initiative Review, the Australian Citizens' Parliament, jury deliberation, and cultural cognition.

Katherine R. Knobloch (PhD, University of Washington) is an assistant professor and the associate director of the Center for Public Deliberation (CPD) in the Department of Communication Studies at Colorado State University. At the CPD Knobloch trains undergraduates in civic engagement and facilitation and works with community partners to design and implement public forums. She studies the development, evaluation, and impact of deliberative public processes, with a focus on how the emergence of deliberative institutions alters communities and individuals. Her research has appeared in numerous academic publications, including Politics, American Politics Research, and the Journal of Applied Communication Research.

John Gastil is Distinguished Professor in the Departments of Communication Arts and Sciences and Political Science at Penn State University, where he also serves as Senior Scholar at the McCourtney Institute for Democracy. He earned his Ph.D. at the University of Wisconsin-Madison but is now a loyal Nittany Lion. The National Science Foundation has supported numerous large-scale research programs in which Gastil served as a principal investigator, including work that led to the publication of Hope for Democracy (2020), The Jury and Democracy (2010), and dozens of peer-reviewed articles. Gastil has worked on campaigns for federal, state, and local office in California and New Mexico, but his research and writing focuses on improving democracy, not winning elections. In 2020, UK imprint Cosmic Egg Books published his debut novels, Gray Matters and Dungeon Party (available in all formats). Gastil resides in State College, PA.

Hope for Democracy is the story of the Citizens’ Initiative Review (CIR), a grassroots effort to impact the ballot measure process in Oregon. Can citizens set aside personal differences and work together for the good of their electorates? The CIR process demonstrates that they can. Research has also shown that this process inspires higher voter turnout and boosts the public’s confidence in its ability to make a difference within the political system.

One compelling aspect of this book is its reporting of the stories of the citizens who were involved in developing and advancing the CIR process. The common themes for each of these people were: a frustration with the political system, and a desire to make that system more accessible to voters. This human angle is what makes the book especially readable.

Hope for Democracy shows that it’s possible to put the People back in a government of the people, by the people and for the people. It shows that citizens working together can make a difference.

Gastil knows that deliberative democracy doesn't have a built-in constituency like so many issues in politics. As many talking heads on cable news practice deliberative democracy as argue about it. That is, zero. It's just not an issue that gets people very excited.

And that's okay. Deliberative democracy isn't about riling the passions, but about re-prioritizing reason. In Hope for Democracy, Gastil and Knobloch give a thorough history of the birth and success of the Oregon Citizens' Initiative Review. They track its impacts both immediate and far-reaching, and demonstrate compelling reasons to have hope for democracy.
