(Note: If you do the following extension, the top shoe holder won't fit on your rack.)
To fix the little shortcoming, cut some 2.5"X11" strips of really sturdy cardboard. The box the rack came is in perfect for this. Fold the strips in half, and use Gorilla tape (or duct tape, which I didn't have any of) to tape the strips to the rack wires, leaving 3" sticking out at the top. Perfect fix! It looks silly, but it works, and you're never going to see it anyway because your boots will cover it.
(I'm hoping the makers of this rack will read this and just make the wire tall boot holder part of this 3" longer).

My only issue with the product is that no matter how many times I turn it on it's side and tighten the rod into the base - it wobbles and tilts to one side, endlessly, even with shoes evenly distributed on it.
This greatly diminishes the nice look of such a product and I find myself worrying about it falling down - especially if my dog were to be around it when it did - but it has not fallen down to this day. Just a leaning tower of shoes-a.

Alas, there seems to be a design flaw of these units. My 3-tier Whitney Design Revolving Shoe Tree started leaning after 18 month. I don't know about you, but I try to buy quality items (stainless steel, selected by Amazon) because I want things to last. This is not one of those items. Mine will become useless in the near future. I already have it propped up because it's leaning so badly. Here' what happens: The metal on plate that holds the tree up deforms, making the stem tilt. The same thing happened on the Household Essentials Four-Tier Revolving Shoe Tree Holds 24 Pairs, Chrome. I took it back to Costco and got the shorter one from Amazon. (I wish Amazon had as liberal a return policy as Costco.)
If you are OK replacing your Whitney Design Revolving Shoe Tree every year or two, get this from Amazon. Otherwise, find another solution.
I had a taller version (one or two more tiers) of this shoe tree, and it was prone to falling over. Repeated tipping compromised the structure of shoe tree, increasing the instability. This shoe tree does not have that problem. It's stable and useful.
As has probably been noted, this shoe tree does not easily hold 18 pairs of shoes. If I skip a pair per tier, there's enough room for my men's shoes to hang. If I put the top basket as high as I can, and the bottom basked as low as the shoes allow, it is a tight fit for my size 10.5 & 11 shoes to clear each other on the different levels. It's not unmanageable, but not perfect for big men's shoes either. [I knew that when I replaced my taller one, so it was not a deterrent for me.]
A few days after submitting this review I purchased another shoe tree for my husband. Just think, we now have 36 pairs of shoes that were on the floor, in the closet or stored in boxes nicely organized and hardly taking up any space. Major,major difference.
