That's not easy. I know--I've tried to do it.
For our association, the solution was getting multiple copies of Steve Boga's book, "How to Umpire Baseball and Softball: An Introduction to Basic Umpiring Skills," and making them available to our umpires.
Boga, in clear and concise prose, lays out the skills an umpire needs to succeed--whether rookie or veteran. Those skills include positioning, timing, judgment, and much more. The book also offers quizzes that you can duplicate and pass out to your officials.
We have also made great use of Boga's entertaining and instructional 30-minute DVD, "You Be the Judge." Thanks to the book and DVD, our umpires have never been more highly rated. And our clients--that is, the players and coaches--have never been more satisfied.
I've viewed DVD's and read books on "umpiring softball". Convinced now that reading Steve Boga's book "How To Umpire Baseball and Softball" and viewing his DVD "You Be The Judge" have been the greatest influence on me in improving my umpire skills to a level that is most satisfying. My time on the field has been most rewarding from valuable input from both the book and DVD.
So I recommend them both as a most worthwhile investment to all who would like to learn the "world of umpiring" the proper way. Obtain these and you too will enjoy your "time on the field" as much I have all these years.

Boga covers all the skills necessary to excel as an umpire, but I found especially helpful the diagrams in the book that depict positioning and movement. After studying those, I was able to walk out on the field the first time with boosted confidence.
This book should be mandatory reading for all rookie umpires and recommended for everyone else.
