I already own this game on steam, and my friends birthday is imminent.
I understand that it cannot be redeemed as a steamworks game, but that doesn't matter as it can be added in as a non-steam game.

Is there anyway I can gift this game once I have bought it, rather than have it downloaded onto my PC, and then I assume tied to my amazon account or my PC?

You might be able to buy, download the file, burn it to a CD/DVD, and then give them the CD key so they can install on their PC, but this game will be forever tied to your Amazon account. Would be easier to just buy them a digital gift card and have them make the purchase from their Amazon account.
