My 14 mo old is fascinated by cause and effect so this toy is really great. Getting the fish to pop takes a little bit of skill and is beyond her ability at the point. It's a great activity to captivate an older sibling while they teach the yonger one how to make it work. She also uses it to match colors; there is paint around each fish hole that matches the color of the fish. The construction is great, the bright colors are fantastic and every playdate involves this toy.
