It is from 1909 under a different title "Memory, How to Develop, Train, and Use It"
Regardless of title, it is mostly a collection of historical figures who performed incredible memory feats (like Mozart writing the score of a nearly hour long piece after hearing it once.).
The few tips are not always well explained and rather primitive by today's standards. The "15 ways" are more about the various categories of things people would like to improve there memory on not much on how to develop that skill - In other words, it would be difficult for a reader to synthesize the book and collect and make a list of 15 significant memory improvement techniques.
The many short references of savant-like feats of mathematical calculations are all very interesting and provide good fodder for speech making, but if you are looking for specific ways for you to significantly improve your memory, you will have to remember to not look very long in this book.
