Doug Horne's Inside the Assassination Records Review Board (IARRB) is the most important book to be published on the assassination of President Kennedy in decades, not only because it changes the way we look at that murder, but in showing how the remaining issues can be resolved by determining the truth.
All the debates end here, and the arguments are replaced with questions that were posed but not answered when the Assassination Records Review Board was alive and ostensibly overseeing the declassification and release of the government's JFK assassination records. Many of the questions weren't even asked because the ARRB failed to fully use its power to subpoena witnesses and take the sworn testimony of witness.
As Horne, the chief analyst for military records explains, "While the Review Board had the power to subpoena witnesses and grant immunity, the subpoena power was used sparingly (with a limited number of medical and CIA witnesses), and the immunity power was never exercised. The reason: none of the Board Members were convinced there was any conspiracy or coverup, and therefore were only interested in clarifying the record in a few areas. At least the staff of the ARRB was permitted to conduct unsworn witness interviews without seeking permission from the Board Members. Mr. Horne should wear any criticism leveled at his work as a badge of honor. The men and women who have fought to tell the truth can often be identified by the "name calling" and slander thrown their way.
If you have an interest in seeing solid evidence that clearly portrays what transpired in Dallas on 11/22/63, Mr. Horne's work is an excellent place to begin.

Douglas Horne has meticulously dissected some of the larger controversies of JFK's death such as the autopsy photos, the X-rays,and the Zapruder film's authenticity. He concludes that much of the existing evidence is tainted (or in some cases missing) and he gives the reader a clear roadmap to his conclusion that the assassination of President Kennedy was no quirk of fate.
The primary strength of Horne's book is that it is, for the most part, based on the work of the Assassination Records Reveiw Board (ARRB, a board set up to review and release government records about the assassination. Horne gives the reader ring side seat to the ARRB evidentiary proceedings. He explains what they did, why they did it, what they found, and what it means. He is credible precisely because he was there!
Specifically, the ARRB staff conducted a lot of interviews, both sworn and unsworn, seeking to clarify the record on several important issues -- including the autopsy photos, the genuineness of the X-rays, the transport of the President's body and the actaul appearance of his wounds. The results are startling! It is fairly clear that there are missing autopsy photos, missing X-rays, strange departures from customary protocal, and strong evidence of a surgical alteration of JFK's wounds prior to the "official" autopsy -- to name a few of the problems.
