What didn't work is that the abuse and bullying scenes were too dark to mesh well with the overall sweetness of a boy defending a town's kooky ghosts. I would not give the book to a young person for the abuse scenes. The boy wouldn't have lived to 14 with that kind of sadist and the bullies are just as bad. They are not nice people and at one point nearly beat the protagonist to death after they are cruel to a woman whose daughter has just been killed. But the bullies go on to be the boy's whacky sidekicks and one becomes the romantic interest of a girl who has seen how awful the main bully is. Both are necessary to the plot, but otherwise make no sense.
What works well are the lighthearted interactions with the ghosts. They make me wish for a story where the abuse and bullying are not so graphic and function as a contrast with the lighter elements.
The end is also too busy with, again, a tone problem. Is it a showdown with a bad spirit or a deep moment? It isn't either.
