Having a few small holes on the pool cover does permit some water to seep into the pool after a rain -- but the holes are small and leaves still won't get into your pool. Having those handy little holes, however, makes removing the cover easy to do EVEN AFTER A RAIN. Without the holes, a potentially large amount of water would rest on top of the pool cover and you'd have to be Superman to lift the water-filled cover from off the pool. Intex wisely added the holes to their pool cover for a good reason.
As for the rope ties -- who needs them? I live less than two miles away from the ocean and we get a strong ocean breeze even at my house, but the pool cover is large enough to easily fit over the pool and stay put, even without making the rope ties taut. I suppose in a gale storm, the cover might come off -- but in a gale storm, you've got bigger problems to worry over. The pool cover stays on the pool just by draping it over the surface of the pool water.
The pool cover keeps debris out of your pool water and helps liquid chlorine to stay in the water longer. If you're worried about evaporating pool water because of those little holes, don't; any evaporation is undetectable.
I would say the only downside to this cover is that it traps the heat in the pool. This could be a nice feature in the fall, but right now, it's 100+ outside, so trapping the heat is not a good thing. Not the fault of the pool cover, it's just hot outside. It's been averaging 105 degrees here the last few weeks, and normally the water heats up to 90-95 degrees during the day without the cover. With the cover on the pool, the water gets up to between 110 and 115 degrees. That's pretty dang hot. On the upside, I now have a hot tub :)
1) we live in AZ and don't get that much rain - I don't need to worry about rainwater pooling in the cover
2) the trees around my pool have tiny leaves that fall thru the holes, making a cover with this many holes pretty ineffective
3) BIGGEST COMPLAINT - the pool cover won't stay sitting on TOP of the pool water -- the holes somehow allow the cover to slip lower and lower into the water! We've had cool weather for the past week, and I have to go out there every few days and reset the cover - and each time I do the water that is now on TOP of the cover is full of leaves (see #2 above) and goes right in to the pool if I'm not super careful and have another person helping me.
So essentially I have a pseudo-cover that keeps SOME of the tiny leaves in the TOP 3-5" of water, so I can skim them off, BEFORE removing the pool cover. What I wanted was a pool cover that would end up dry, covered with leaves, and when I take it off the leaves would go with it. I did NOT get that whatsoever!
Now as a caveat - when the weather is really hot and we're using the pool every day or two, the cover slipping below the surface thing might get better. But still, that doesn't solve the problem. I am going to try either the toile thing or buy some vinyl to cover the center holes, only because that's easier than returning it and finding a new one. Even if that works, I didn't get the product I wanted, my bad for taking a chance despite all the warning reviews.
I'm attaching a photo showing what my pool 'cover' looks like right now. We removed/reset the cover less than 48 hours ago, and we have had NO RAIN. The cover is now 8+ inches below the surface in the middle, and slowly pulling down the sides of the cover. If we don't skim the leaves, pull the cover off and reset it in the next few days, it will most likely be completely submerged in the pool. NOT THE POINT OF A POOL COVER!

One great thing about it is that it has small holes pre-cut in the cover itself to allow water to pass through. So, when it rains you don't end up with a bunch of water standing on your pool cover.
Overall, we're very happy with it and will continue to buy Intex products.
