The book charts a gradual adaptation of anti-semitism to lubricate the goals of Naziism. Traditional charges of racial impurity and economic shiftiness were reshaped to meet eugenic and planned economy policies. What comes across very strikingly is the sheer amount of anti-semitic propaganda produced by the Nazis. Jews were aligned with Bolshevism, the Allies, International Banking, etc. Typically the enemy was associated directly with any threat to Nazi hegemony.
Herf's very careful annontation of instances was disturbing at times, and as a reader rather than a professional historian of the period, it was hard to set aside one's emotional and ontological revulsion. Very troubling, in the light of Israel's modern travails, is Herf's extended acount of the propagandistic support given by Grand Mufti al-Husseini for the Nazi machine. Herf cites his address at the opening of the Islamic Institute in Berlin in December 1942. The Mufti, consistent with his Nazi hosts' anti-semitism, lays the blame for all evils at the door of Jews. In 1944, Goebbels, having noted the Grand Mufti's "absolutely Nordic appearance", was puzzling over how to the get the "right" propaganda into the Mufti's hands. While the Mufti's intimate collaboration with the Nazis is despicable and shocking it is worthwhile recording that the vast majority of those staffing the extermination programmes were of Christian origin.
After Stalingrad, anti-semitic propaganda ratcheted up a gear - hard to imagine - and Jews were routinely blamed fro the war (even though at this point the Nazis had eliminated half their final total of Jewish victims).
In the end, Herf concurs with other historians that the true extent of knowledge in German society of the Holocasut will probably never be known. It seems that most Germans were indifferent to the fate of Jews, and presumably as the reich fell in on itself that indifference increased. One can't however leave this book without the nagging suspicion that all too often people failed to ask the right questions.
But there is one question that is disturbing: why the german people, an educated people, lover of classic music, arts and discipline, could be indifferent and not move one finger while all these atrocities were happening? How the german volk could just accept and even justify the slaughter against the jewish people?
It looks incredible, but the nazi propaganda insisted that Germany was attacked by a "jewish plot". In a few words, Hitler, Goebbels and their propaganda put the whole situation in a position that "if we don't destroy the jews, they will destroy Germany". This was a sistematic brainwash that operate consistently but only reflects the hatred and the paranoia of the fuhrer and his followers.
This book answers all this questions and gives a real idea of how the propaganda works. It contains images of antisemite propaganda including attacks against Churchill, Roosevelt and Stalin, calling them "puppets of the jews". Hitler never accepts his responsability of the war, he even blames the british, americans and russians, but most of all, the jews for it as "warmongers" all the time.
There are also, extracts of Goebbels' journals and the strategies that he and his people use to make propaganda work.
This is a revealing and interesting book. I highly recommend it.
What is original about this book is Herf's documentation of how the Nazi fantasy about the Jew was a significant SOURCE OF THE SECOND WORLD WAR as well. Hitler and Goebbels believed that what united the United States and the Soviet Union in their war against National Socialism was that BOTH OF THESE NATIONS WERE CONTROLLED BY THE JEWS.
The Nazis were dominated by a paranoid fantasy. This paranoid fantasy was the source of the World War. Herf hesitantly reaches the conclusion--but does reach it--that the Nazis believed their anti-Semitic ideology. However, I recently lectured with him at a conference and when I told him that the Nazi's belief system was psychotic, he became very disturbed.
He knew that their belief system was insane, but couldn't acknowledge the psychotic dimension of Nazi ideology. I wasn't saying that Hitler and Goebbels were psychotic, but that an ENTIRE SOCIETY MAY BE DOMINATED BY PSYCHOTIC THOUGHT PROCESSES.

One of the main questions I had when approaching this book is whether Hitler and the Nazis really 'believed' the Jews should be blamed for the outbreak of the 2nd world war, as they often stated, and in which Hitler took to his end in his last political testament, or whether this was just cynical opportunism, much like much other Nazi propaganda. It's a very unusual belief, since it blatantly confuses cause and effect, also 'projecting' onto others what oneself is responsible for, and which style of thinking arguably contributed to the destruction of a nation in not 1, but 2, hopeless wars. Herf lays the case that Jewish blame for starting World War 2 was actually widely believed amongst the Nazis during World War 2, just like Hitler did actually believe the substance of the fraudulent book 'Protocols of the Elders of Zion' as well, that the Jews were supposedly plotting against Germany and others for world domination, laying Nazi justification for things like Auschwitz.
The subject matter is not for the faint hearted, we are dealing with advanced paranoia here, the subject matter of genocide is a bit like reading about serial killers, you need persistence to try and fathom it. Nevertheless, if you want to understand someone who blatantly and openly invaded surrounding countries, but then blamed others for it, (and how such thinking gets more widely into power- i.e. by dismantling democracy which mitigates against this kind of blatant scapegoating), this book is a good place to start.
A related question, perhaps not well addressed in this book, is how this kind of thinking first develops, and then gets into power in the first place, which is likely also a major factor in the origins of the 1st World War as well. Its very strange that this kind of paranoid and self-deluded thinking became so widely developed in the late 19th to early 20th centuries in Germany (and perhaps to a lesser extent in other European countries), and which ultimately led to 2 useless 'World Wars' (or more correctly 2 'European Wars'). I would also recommend here 'Germany's Aims in the First World War' by Fischer, which lays the blame for the origins of World War 1 squarely on an ideological mindset that developed widely within the German military and within German politics before World War 1, which saw war as both desirable and honourable, as well as necessary, which kind of ideas are argued were then taken up and further expanded on by Hitler, Goebbels and the political movement that was the Nazis, who, and in addition, further developed underlying prejudices of racial scapegoating (of the Jews) for anything and everything negative that then occurred to Germany, including even supposedly causing the outbreak of the Second World War, in following decades.
This kind of extreme projection and paranoid, racial scapegoating ultimately led to the Holocaust, as well as a cycle of inescapable self-destruction of Germany during World War 2, as argued in this book.
Antisemitism in Germany had a long tradition, Luther was frequently quoted by the Nazi's, while German nationalism and racial theory was boosted by the writings of Stewart Houston Chamberlain - English born but German in outlook - and the notorious Protocols of the Elders of Zion, which depicted an alleged Jewish plot for world domination. Although the Protocols were proved to be a forgery they are still reproduced in many Muslim countries as fact.
Jeffrey Herf shows how Nazi propaganda moved not too subtly from threats against Jewry to crude declarations of murderous intent, articulated by Goebbels with increasing ferocity after 1941 but facilitated by Otto Dietrich. Herf points out that when Hitler and the Nazis stated what they intended to do to the Jews it was preceded by claims that it was the Jews who were seeking to exterminate or annihilate Germany.
To justify the latter they relied on identifying the Jewish manipulators in Britain (Sir John Simon), America (Bernard Baruch) and Russia (Maxim Litvinov) as justification for their claim that it was the Jews who wanted the war as a means to facilitate world Jewish domination. They relied heavily on a self-published book by Theodore Kaufman entitled Germany Must Perish as representing the Allies' real war aims, although Kaufman received no official recognition, had to distribute the book himself via the US Postal Service and was widely panned in the American press.
What could not be denied was that the Nazis sworn enemies (the Bolsheviks) had a number prominent Jews, Trotsky, Zinoviev and Kamenev, amongst its leaders (although all perished at Stalin's behest). The removal of Soviet Foreign Minister Litvinov (derided by the Nazis as Litvinov-Finkelsten) and his replacement by Molotov facilitated the signing of the Soviet-Nazi Pact in 1939. Approval of Soviet actions was only temporary as after the launch of Operation Barbarossa the Soviets were cast into the same mould as their Allies as being a front for the world wide Jewish conspiracy.
The Nazis convinced themselves they were battling against such a conspiracy and, as the theory was self-contained, any reverses could be explained by the unseen power of the conspiracy itself. Constant propaganda reinforced the message to the populace at large demanding that there was an intimate connection between American and British plutocracy on the one hand and Bolshevist communism on the other. Both were different manifestations of the same manipulating force, World Jewry.
As Herf notes, such propaganda was "crackpot realism based on a combination of mental derangement, political fantasy, unjustified hatred, pathetically erroneous causal connections and inferences - all of which amounted to a sick grotesque falsification.". If there is a weakness in Herf's book it is in his refutation of the claims of Jewish influence in American and British policies. Only those who suspend reason would give any credence to the notion.
The book is completed with a valuable appendix of the Nazis antisemitic campaigns, superb references to original documents, pictures and posters and an excellent bibliographical essay. This book serves as a first class reference which should be read by everyone with an interest in the subject of intellectual history and its influence on political practice. Five stars without a doubt.
