I would change that to say "Happiness is not an act, but a habit". Choose to be happy. Do it on a daily basis, in small things and details. Be the owner of your time and you'll be the owner of your life.

A few years ago the stress I was suffering at the workplace made me touch bottom. I decided to turn my life upside down for good.
Decluttering, systematizing and simplifying are my new rules. I apply them to all areas of life: my house, my business, etc. That's how I know my systems work because I use them before I share them.
