It has a lighted power switch (the switch's light is on when the power is turned on). The Owners Manual says: [Plug it in, turn the power switch on] "After a short time, the towel warmer will reach its operating temperature of 122 degrees F. Temperature will vary according to the temperature of the surroundings."
I observe that it takes about 5 minutes to get hot to the touch (probably the 122 degrees), and about 30 minutes will almost completely dry my bath towel. It works well. My "Kill-A-Watt EZ" ($26 on Amazon and worth every penny) says it uses 117 watts of power (not bad at all).
I purchased Belkin Conserve Socket F7C009q Energy-Saving Outlet for $10 on Amazon. It's a countdown timer that will turn off power to whatever you plug into it, in 30 minutes or 3 hours or 6 hours. It works great. Recommended that you purchase this too, so you can start the towel dryer then walk away and forget about it.
Both items do what I want them to do. I'm happy.

The crucial trick? (gleaned from other Amazon reviewers): LAYERING. Fold the towel in half lengthwise, lay the moistest one directly on the dryer, and ALWAYS cover it with another folded towel--even if the second one is already dry. The outer towel holds in the heat to dry the inner towel and keep it warm. To guarantee a nice toasty towel, before stepping into the shower, I slip my towel under any others. By the time I need it, it is--as Goldilocks would say--"just right."
The dryer uses just over 100 watts. For total convenience one could keep it on 24/7. I like to save energy, so turn it off once the towels are dry, then turn it back on before I want to treat myself to a warm towel. A timer would be even more convenient for those with predictable schedules.
BONUS: The six rungs make this item convenient for quick drying hand laundry, wet socks or gloves, that shirt or bib that needed an emergency spot cleaning, etc. Or for a bit of added luxury, use it to warm up that wool hat or scarf before heading out into the cold. Would make a great gift.
I ended up buying the Towel Spa, also available on Amazon, and using it with a bath sheet and hand towel. The device warms up quickly enough in 10-15 minutes that its smaller size isn't a problem for two people using it. I've got it sitting on top of the toilet tank, and it fits nicely / is stable.
