Point made. However, it's important to note that the Texas Legislature never voted to cut (or cut off) education funding (e.g. "close the royal coffers"). The proposed budget increase was trimmed back -- which was STILL a $2-3 billion increase over the previous budget. That's a lot of money, people.
I appreciate that this book was written like a myth, because that's what it is. The myth of education "cuts" needs to be exposed as such. As long as school districts can afford hiring consulting firms like the authors, as long as TEA can afford billion-dollar contracts with testing firms like Pearson, and as long as ever-increasing local ISD property taxes keep the middle-class from affording to buy their own homes, there's plenty of money to go around the realm of Public Ed Land. (And don't get me started on Robin Hood!)
