I did a BIOS update and the problem continued the same. But after properly configuring the motherboard (MSI B250 Gaming M3) as "Disabled" the Fast Boot option and MSI Boot options in the BIOS, Windows started correctly. I use only the Fast Boot by software using the MSI Fast Boot application inside Windows.
PostData: Before updating the BIOS, you must ensure the power to the computer. Otherwise you risk damaging the motherboard.

As I was aiming for a small conservative build, I found the motherboard provided everything that I wanted from it and at a great value.
My main disappointment was with how unnoticeable the motherboard's LED lights were. If anyone knows if there are settings for this I'd love to know.
I'm not familiar with other motherboards, but sometime after buying this motherboard I decided to buy an Oculus Rift and the Rift has certain USB requirements. That got me to thinking about the USB controllers and all the USB slots are under one controller on this motherboard. My Oculus still ran fine, but I suppose theoretically, depending on other items plugged into the USB slots, there might be a bandwidth problem. Note that I was only running a two-sensor set-up (as opposed to three). I ended up purchasing a PCI card for more USB slots, but there are only so many PCI slots so just a heads up.
