In Majority Judgment, Michel Balinski and Rida Laraki argue that the traditional theory of social choice offers no acceptable solution to the problems of how to elect, to judge, or to rank. They find that the traditional model--transforming the preference lists of individuals into a preference list of society--is fundamentally flawed in both theory and practice. Balinski and Laraki propose a more realistic model. It leads to an entirely new theory and method--majority judgment--proven superior to all known methods. It is at once meaningful, resists strategic manipulation, elicits honesty, and is not subject to the classical paradoxes encountered in practice, notably Condorcet's and Arrow's. They offer theoretical, practical, and experimental evidence--from national elections to figure skating competitions--to support their arguments. Drawing on insights from wine, sports, music, and other competitions, Balinski and Laraki argue that the question should not be how to transform many individual rankings into a single collective ranking, but rather, after defining a common language of grades to measure merit, how to transform the many individual evaluations of each competitor into a single collective evaluation of all competitors. The crux of the matter is a new model in which the traditional paradigm--to compare--is replaced by a new paradigm--to evaluate.

This book describes a new approach to voting which has many desirable features. Arrow's famous impossibility theorem shows that there is no way to avoid difficulties in the problem of voting. The heart of the issue is that the relative ranking between two candidates is confused by which other candidates are in competition. Condorcet found a paradox that when lots of voters rank candidates, it is possible for a majority to prefer A to B, for a majority to prefer B to C, yet also for a majority to prefer C to A. Balinski and Laraki deal with both these issues by changing the ballot and expectations from the vote. Instead of ranking all the candidates from best to worst, each voter classifies each candidate in a handful of more meaningful categories such as "excellent" or "very good" or "good" or "acceptable" or "poor" or "to be rejected". The authors then describe how to summarize all the votes into a single "majority judgment" of each candidate by looking at the median judgment. Moreover, they give an ingenious procedure to find which of any two candidates is preferred by the group as a whole. This leads to the top ranking of a candidate.
The book has many examples and many investigations of actual contests. The results apply to political contests, but also to judging wines, musicians, and ice skaters. The book also contains theorems and proofs that demonstrate the rigorous logic the authors apply. The details can require careful reading, but much can be learned from the overviews in many chapters.

Voting is a complex subject. There are a number of democratic systems which can give different results, and encourage different behavior from parties, voters, candidates, and officeholders. Until recently, mathematical results such as Arrow's theorem made us believe that any system was doomed to fail in at least one of several important ways. That's too bad, because a bad system like plurality can doom us to bad results like complacent, corrupt two-party domination.

This book shares more recent findings which show that, using ratings or "judgement" instead of rankings or "choice", there are ways around the worst problems of Arrow's theorem. (And, judging by his review above, Kenneth Arrow himself agrees.) In particular, the eponymous voting method proposed here would be both fairer and more strategy-resistant than any system widely used today. It is also at least as simple, fair, and strategy-resistant as any alternative proposal, and better in at least one of those regards.

Better voting systems would mean healthier democracy. For instance, it's hard to imagine that a true democracy - without officials who simultaneously beholden to contributers and insulated from voters by the two-party trap - would have allowed those responsible for the current financial crisis to have profited from it instead of facing criminal charges.

This is an important issue and a groundbreaking book.
