- Reviewed in the United States on February 28, 2015Format: PaperbackThis is a very good book that although written from a conservative point of view, it is the most balanced narrative I have ever read about Joe McCarthy. However this book is not an easy read. If you ever have listened to William Buckley speak, it can be tedious to listen to. The same is true in this book. However, what I love most about this book is the authors challenge the reader to do his or her own thinking about communism in the 50's and what needed to be done during that time. They ask questions and then provide hypothetical answers which returns over and over again the same verdict. That rooting out communism and subversives in government was an extremely tough job, and it required a tough man to do the job, and he would have to play "hardball" to get the facts. To make the job even more difficult is that McCarthy was up against powerful establishments in all aspects of society.
To quote from this book, "...the shift in U.S. Far Eastern policy had been produced neither by chance, nor by the might and cunning of the USSR, nor by sheer blundering on our part; but, to some extent at least, by conspiratorial forces operating on the highest levels of the U.S. government." Later in the book a meeting is described between Sen. Tydings, Committee Counsel Morgan, and Deputy Under Secretary of state for Administration Peurifoy. A strategy was formulated to chart the course of the Administration campaign against McCarthy. "He (Tydings) had discussed it with the President and advised him that the counterattack would be launched on the floor of the House and the Senate." And Tydings was in charge of the committee to root out out communists in government!
It is really hard to fathom the facts laid out in this book. Pres. Truman signing an executive order prohibiting files from being released. Later he surprisingly capitulates. McCarthy then charges the files have been "raped" and provides affidavits from 4 employees of the State Department who state they were to remove all derogatory information from the files. Sen. Lodge complained strongly that the files given were a "waste of time". Testimony is even given from a supervisor of the Foreign Service File Room. She states, "derogatory material is frequently removed from an employee's dossier...unnecessarily prejudiced against a man...an order had come down to burn a letter...of an employee's dossier. In one case Secretary of State Acheson reversed the findings of the Loyalty Review Board!
What is the bottom line? Regardless of the villification and smearing of McCarthy's name, when one does the research on the facts during this time, in my opinion, McCarthy is on the side of truth and justice. Finally from this book, "With the two exceptions of Drew Pearson and George Marshall, not a single person was accused by McCarthy whose loyalty could not be questioned on the basis of a most responsible reading of official records."

Their inexperience may be the reason for the numerous errors in the book. They use information as if it were reliable when they should have done some investigation. Of course one of Senator McCarthy's main enemies was himself and the authors review how his behavior was often uncivil and harmful to US security.
The book I have is a hardcover issue from 1954 and in it there is a prologue by William S. Schlamm. By the use of hyperbole, straw men and twists of logic he makes an interesting introduction.
A good source of information on one of McCarthy's targets is a book by Gary May-"China Scapegoat,The Diplomatic Ordeal of John Carter Vincent".
The interest in the McCarthy era will wax and wane over time but hopefully future generations will return to examine his actions so that they will do a better job of stopping the next demagogue before they do as much damage as Mr. McCarthy.

McCarthy was fighting a strawman and Communism wasn't defeated by Reaganomics nor by the 1999 repeal of Glass-Steagall and the 2000-2008 engorgement of Capitalism gone wild. I have personally experienced the mindless betrayal of American exceptionalism in the invitation to free and open exchange of ideas at Brent Bozell, III's Newsbusters.com and I can tell you that McCarthy's reckless politics is still alive and well in the U.S.A..

They scream "witch-hunt," and the learned nod and scratch their chins, and imagine Lillian Hellman as a heroic figure. But, as Dwight MacDonald (no conservative) said, there ARE little witches. The Venona de-crypts, the testimony of the actual Soviet case-officers, the later confessions---all these things mean nothing to liberal myths. In this volume, brothers-in-law Buckley and Bozell (with an uncharacteristic lack of humor, but with a surgeon's scalpel) look at McCarthy's charges. From Moss to Lattimore, the dramatis personae and the evidence and the words of McCarthy's critics are laid before us. The conclusions are left to the reader; but the authors make a central point: nothing, EVER, said by McCarthy was as outrageous as those yawped by his critics. This book will inform those who have the Schrecker view of communism ("non-traditional patriotism"), the Appleton loyalists, as well as those who seek the facts. Recommended.
