Received someone else's refund item that was opened

I reordered this item because I enjoyed it the first time around it's a good quality item. The problem is that I received someone else's previously returned set of masks, and when I opened the bag one of them had been cut open and then left shoved between the unopened masks. Really, really shady that I can't make a return of someone else's used mask. Unpleased. Buyer beware there are no returns on this item.
