A good Civ game, but room for improvement

I've played Civ since way back when it was just "Civilization" (no numbers), and loved every iteration even with their shortcomings. I did skip Civ V based on early terrible reviews, but I see now that it seems to have fixed the problems. So this review will have to compare Civ VI to Civs I-IV, not V. And yes, I kept playing IV off and on since it first came out.

This version has taken a big step forward in a lot of ways, including complexity, resource management, and city customization. It's also introduced some pretty annoying features. First, a few high points for me:

1. City development. The districts add a decent layer of planning to the cities, and make plundering enemies a lot more interesting, too. Being able to buy certain tiles can really help shape a city (literally and figuratively) early on, and district bonuses based on tile features reward a player for thinking ahead. This is a large step forward, and makes city-building a whole lot more interesting.
2. Religion customization. The ability to customize your religion based on how you plan to play a certain game makes a big difference. Some games, I plan to go for culture points, so I'll get the perk to buy Theatre districts with Faith. Or other games I'm aiming for a religion victory, so I'll grab the perk for lower costs to buy apostles and missionaries. Later in the game, government policies can help tweak religion bonuses.
3. Government policies. This version introduces policies, which operate like perks for your government. (And certain Wonders unlock additional policy slots, so they're definitely worth pursuing even if they're not on your desired victory path) The policies really help you adapt your government as the game progresses, and you can pivot quickly to respond to the competition.
4. Spies. The game limits your total number of spies, which really makes you think about how to use them. You can also capture enemy spies (and yours can be captured), so they're effectively out of play until traded back to their civilization. At the end stages of games they make things a lot more interesting, since you have very little to do unless you're in a war or three.
5. Interesting leaders. Leaders are both more varied and more interesting. The civilization perks really require you to change your game style for each game, and each opponent requires different types of behaviors from you. This is a step forward from older versions in a lot of ways (although see the caveat about AIs below).
6. Amusing graphics. This is a really small thing for me, but I do appreciate the little touches like seagulls swarming over fishing boats, doves circling holy sites, or late-stage settlers appearing as Winnebagos. Clever touches are nice to see.

All that said, this game doesn't do away with some of the franchise's biggest weaknesses, and it introduces a couple of new ones.

1. End-game tedium. If you're going for a culture, space, or even religion victory - and you're not at war with anyone - the end game is pretty much still just click-wait-click-wait-click-wait ad nauseum. The "click" is to hit "next turn" and the "wait" is waiting for the other players to take their turns. You're not doing much during your own turn, since all your cities are probably focused on multi-turn projects, your builders have pretty much improved everything, and you've already discovered everything (either through scouts or satellites). There's mild interest if you're spreading religion with your apostles, or tracking down artifacts with an archaeologist, or even telling a spy to steal a Great Work, but mostly it's click-wait-click-wait...
2. It's a looooong wait. I spend far more time waiting for other players to take their turns than I do actually playing my own turn, no matter what performance settings I use. Toward the end of the game, I find myself alt-tabbing to do something else every time I hit "next turn," but it's just as tedious on the first turn as it is on the last. At least older versions of the game didn't bog down this way until the end of the game.
3. Limited AI interactions. Opponents are both more and less interesting to interact with, which is weird. On the one hand, you can have alliances, defensive pacts, trade, friendships, and other levels of interaction. You can complain to them of their spying or converting your cities to their religion. But the interactions are really 2-dimensional, and don't seem to have much nuance. For example, you can be "friends" with, say, China for the entire game, and then build one more Wonder than they have and BOOM, they denounce you. Or you have open borders with someone, which then expire while you have troops near their city (I haven't figured out how close yet), and they get "unfriendly" suddenly because you had troops near their border. Why not give us a grace period to move stuff? Or take into account the 30 turns of friendly relations we just had? This happens even when those troops are in your own territory, even in your own city center, so it's pretty unavoidable.
3. Horrible Civilopedia. In past versions, the Civilopedia was great at actually explaining gameplay and tactics. This time around, it's next to useless. Take Districts, for example. There're a couple of paragraphs with flowery explanation of what they are, and that's it. No explanation why one city needs a population of 21 to build a Spaceport, but another city only needs population 13 (I still don't know). Or what happens if the tile is pillaged (you have to repair it through the production menu). A chart of all the districts and their dependencies would be nice, too, including which Wonders require which types of Districts. And it's not limited to Districts - the first several games I've played I looked up a couple dozen concepts and couldn't find a single helpful answer. It's actually A LOT easier to alt-tab out of the game and search for the answer on the Internet.

There are also some pretty annoying gameplay issues that I hope will be fixed in updates. These are mostly little things that seem fixable, but get in the way for now. For example:
1. The news scroller overlays the middle of the screen and you can't click each news item away. You end up having to wait until they all scroll past to do anything.
2. What's worse, the center-screen news items overlap with a separate scrolling of news on the right side of the screen, so you can't read what just happened to your spy, or who just stole a great work from your city, or whatever.
3. Even WORSE, there's no place to see a history of the news that just scrolled past, so if you miss something, you're on your own.
4. There seems to be a bug that leaves a permanent news item on the right that tells me someone just built Stonehenge, all game, every game (except if I build it first).
5. The news reported by my journalists and "allies" seems suspect. I'm not sure if this is intentional (the Civilopedia is of course useless on this point), to make you question the "news". But as one example, I've been told numerous times that an Ally is preparing military operations against me, when they actually just paid me to be their Ally. Am I supposed to worry they're about to take a giant warmongering penalty for attacking an Ally? But since it's never come to anything, I have no idea what's triggering that "news."
6. The resolution seems to be locked, and the drop-down arrow grayed out to adjust it. No idea why, and I haven't seen an explanation online anywhere. But being able to fix the resolution might fix the news issues, above, besides making the game easier to play overall.
7. Little stuff they did away with: Giving summary of Wonders when you build them. (If it's something that changes how you're playing (like the Wonder gives you more tourist points, so you want to change your policies), you'll have to remember on your own.) The ability to put your units on sentry. Several keyboard shortcuts. The overview report to see all the Leaders' relationships. A clickable city status screen that shows production/food/etc for all cities at once (there is a dumbed down version of this, but I want the old one). There's more, but you get the idea.

Overall, I'm still playing this game for an embarrassingly large number of hours. The franchise is still the gold-standard for turn-based strategy/sim gaming, and the issues I bring up I wouldn't keep me from buying it again. But I'm actually looking forward to updates and new content already, and doubt this version has the staying power for me that even Civ IV had.

So to start with a brief rant: where the hell are my Giant Death Robots! How the hell can you publish ANY Civ game without them! Moving on.
I've played Civ since the very first game and have loved it. This is perhaps its poorest version so far. There are some good points, they've taken features from past editions that were great and incorporated them in VI (forming armies, for example) and the new district system really isn't that bad once you get used to it (though it would be nice to be able to destroy and relocate these districts as the game progresses). BUT there are things that have never been that great with the game - air combat and spies. They've done nothing to improve these and have actually made the spy system worse (you have to constantly reassign your spy every 5 turns to do the same damn thing, its annoying). Both really hamper the flow of the game, especially when you're in a war. There's a bunch of little things that make things rather annoying to play as well. The lack of a build queue, no more 'set-it and forget-it' gold, science, or culture build options, very slow and cumbersome unit movement (scouts have to earn 2 promotion levels before being able to move through all types of terrain). Little things that together make it just - eh. The graphics, while incredibly detailed, make late game maps looked cluttered. When you sleep or set a unit to 'alert' their icon fades and it can be hard to find the unit again.
Finally, its not hard. There's no challenge. I can already beat deity level from ancient to information on small to huge maps. An accomplishment I have only done a handful of times on Civ V over six years of playing it. There's potential here I hope the devs or community can turn into a great game.

A Few Improvements Overshadowed by Numerous Faults

Long, long ago, in a galaxy far, far away (some people call it "Fort Irwin") I was introduced to Civilization by a friend, thus beginning a lengthy love affair with the series. From Hot Seat games in the barracks to the dinosaur evolution mod from Civ II; from early attempts at online play using dial-up modems to marathon "true Earth" domination wins, I've played them all. Each iteration in the series had its little faults, but for the most part they've all been an enjoyable distraction...at least, once you have the necessary mods in place.

Given that I was still playing Civ V on a regular basis when Civ VI hit the shelves, it's safe to say that I was rather eagerly awaiting its release. I checked out pre-release gameplay on YouTube, I read up on the reviews & critiques online, and just as soon as it hit the Steam shop I was downloading it. And, given that I ~had~ done all that early research, I was going into it with realistic expectations--I already knew there were some changes I wasn't sure I'd like, and I was well prepared for the early bugs which accompany most every new release these days. I was still disappointed.

I should point out that, despite my overall dissatisfaction with the game I've now logged 290 hours of play (including several lengthy afk pauses when the game was left running). I've experimented with the settings enough that I've found ways to make it tolerable enough to quest after the various Steam-based achievements (hint: "Duel"-sized maps with religious and cultural victory conditions turned off). Just so you all understand that this isn't a negative review whipped up after 30 minutes of play by somebody who just wanted another [insert your favorite Civ title here].

There are many positives in this game vs. earlier Civs, albeit mostly subjective ones:
-The complete overhaul of the city-building system offers (in theory--more later) a huge improvement over earlier Civ games. You cannot simply build everything everywhere like you could in the past, as the number of districts (and thus buildings) which can be constructed in a city is directly tied to the city's population and the terrain which surrounds it. Whatever you do decide to build often requires a number of compromises: want to max your production boost from an Industrial zone by nestling it in between all those mines you've built? Well, you're going to have to get rid of that sweet farm on a rice resource in order to do it. Want to crank out tons of faith points by locating your Holy Site alongside that mountain range? That means you won't be able to use those adjacent peaks to max out your Science district later. Want to build an Aqueduct for a quick housing boost to your city? Looks like the only tile where it can be built is the one currently housing that nice stone quarry that's currently boosting both your production and faith. This offers a whole new level of strategic thinking vs. prior Civilization games.
-City state relations have also received a complete makeover, and it has seriously improved this mechanic as well. Instead of buying them up with gold, you now assign delegates (which you slowly earn throughout the game) to exert influence over them. Instead of getting a single per-turn bonus based on the type of city, you can now get that bonus for the related district type in *all* of your cities. Oh, and every one of the city states gives its ally ("suzerian") a unique additional bonus, from boosting your wonder production in all of your cites to making your sea trade routes immune from plundering. Again, this is a vast improvement over the Civ V system and makes for more variety in each new playthrough.
-Civic advances now have their own "research" tree, allowing you to slowly progress from ancient-era bonuses to modern ones. Additionally, you unlock the ability to change to more complex forms of government while you go, allowing for a tremendous number of possible civic combinations (and even more if you manage to knock out wonders which add yet more slots to your government). Your ideal combinations will soon become apparent based on your play style, but it is nice to have other viable options there which you can tailor to each specific game.
-Most wonders have specific tile requirements in order to be built, making it essential to plan out your districts before you build them and scout more carefully for the best tile to settle. Want to build that Potala Palace and gain a powerful extra policy slot for your government? Better make sure you have an unimproved hill tile within range!
-Trade networks are now absolutely essential in the game, and provide far more in the way of bonuses when you get them up and running. Even better, your traders now automatically build roads along their route between cities, even into foreign territory, and those roads do not have any upkeep costs. Instead of being unlocked one at a time via the tech tree, they are now tied to specific districts which you build in your cities with bonus routes being available via government types and cultural advancement.

In short, this is ~not~ simply a re-skin of Civ V--it is quite obvious that a lot of innovation was poured into this title. The problem is, for each of those improvement there are multiple faults to spoil the fun:
-The AI. This has been a constant issue throughout the history of the Civilization series, and if anything it's even worse in this one. AI leaders are still woefully inept at combat, yet are even more likely to initiate it. They are still prone to rushing into battle with a wall of swordsmen while your cities are defended by artillery and rifles. They still love to bunch their cities up as close as possible until they run out of room, then randomly plunk a new city down in the center of a continent halfway across the globe.
-Diplomacy. Again, this is far, far worse than it was in the past. It is now literally impossible to maintain good relations with AI civilizations. Settle a new city 5 tiles away from your capitol and 12 away from the closest AI city? Now they're angry at you for settling too close to them. Build a world wonder? Now China and/or Egypt hate you. Switch to a newly-acquired government type? Half the world hates you because they haven't unlocked it yet. Hold sway over a city state? The Greeks now hate you. Literally, ~everything~ you can do in the game WILL anger at least one of the AI leaders. Everything. And heaven help you if you dare to conquer an AI's city, even if that AI declared war on you and has poor relations with every other AI leader, because you are now going to be denounced by all of them, for the rest of the game. Over, and over, and over, and over again. And speaking of repetition, get ready to be offered the same trade deal every single turn for infinity. And to receive the same cryptic comment repeatedly, letting you know that a specific AI thinks you're doing something well (or poorly, sometimes both). Even more fun, get "I'm better than you so I like you" gloat in one turn, followed immediately by the denouncement for being too good at that EXACT SAME THING one turn later. Just ugh.
-There are numerous issues with the UI which I can't believe made it past alpha testing, let alone 6 months of post-release time. Goody huts and barbarian camps blend in completely with rain forest tiles, making it all too easy to miss them on the map. The "Sleep" and "Skip Turn" buttons are located right next to each other when you have a unit highlighted, making it far too easy to lose track of a lone unit for centuries....and you'll be using that "Skip Turn" button a lot, because most every move you make is going to leave you with some fraction of your initial movement points remaining with no accessible tile adjacent to your location. A host of new notifications pop up on the right side of the screen every turn, some of which will automatically go away on the next turn and others which remain there for the rest of the game unless you right-click them away...which isn't so bad until it randomly adjusts your view of the map just as you right-click to dismiss an alert, instead sending your builder off to who-knows-where. If you actually want to read any of those notifications that's a whole new issue, as the game often randomly decides that what you ~really~ want details about is that random map tile underneath the notification icon. And speaking of notifications, guess what ~isn't~ worthy of one? Letting you know that a hostile unit has moved to within range of your city walls...although to be fair, it ~will~ notify on the next turn after it pillages your harbor district.
-The 1 Unit Per Tile rule. I never really had an issue with this before as it was easy enough to keep AI units out of your territory by never signing open borders treaties. Except now you have missionaries and apostles running around to spread their religion across the map. LOTS of missionaries and apostles. Like, it isn't uncommon to see more than a dozen from various AI-founded faiths clogging up your roads at a time. Things are even worse when you're trying to skirt by the borders of a city state and having to dodge the scores of warriors and horsemen that they spam everywhere. To be fair, there are ways to rid yourself of the missionary spam without declaring war: religious units can now initiate theological warfare against each other...but completely ridding your road network of foreign missionaries will require a ton of expended faith and considerable time and effort each turn.
-The Civilopedia, long a staple of the game and a superb reference source both during game play and in between, is now all but worthless. Much-needed details about a specific item's effect on gameplay or prerequisites to acquire is nowhere to be found, instead replaced by one or two sentences describing its real-world counterpart.
-This is even more subjective than the others, but the artwork used in cutaway scenes (wonder construction, diplomacy) now looks like it was animated by Disney rejects. I absolutely ~loved~ the hyper-realistic artwork featured in Civ V, and cannot begin to fathom what drove them away from it so abruptly. Particularly when the map itself is so stunning.
-Even on the easiest settings, the AI will somehow manage to keep pace with you technologically for most of the game. This is not an issue for seasoned players as said AI still doesn't reliably upgrade their units and is still completely clueless when it comes to fighting, but seasoned players aren't often knocking around on the Settler difficulty setting--beginning players are going to find the game very difficult to beat even on "easy" mode, which seems rather counter-productive to any game franchise trying to grow their player base. Additionally, the barbarian spam in the early game can get ridiculous, often forcing prolonged fighting in those crucial turns when expansion and land development is crucial.
-Any of you Civ veterans remember the most universally hated aspect of Civ IV? Yep, you guessed it...espionage is right back to being the insanely annoying blight on every game you'll play. Your buildings are now going to be sabotaged on a constant basis by the one AI civilization you've managed to stay on good terms with, and the only ways to stop it are either to station counter-spies in the affected cities and hope RNG likes you, or go the old-fashioned route and wipe his entire empire off the map.

Overall, while many of the changes show definite promise and add to the game, the plethora of faults kills whatever fun could be had from the experience. Even worse, all of the old faults are still with us and few which had been fixed in prior games have now returned. The end game is still the definition of anti-climactic as you mash the next turn button (then close the myriad of diplomacy screens which come between each turn) while waiting for the last component of your spaceship to roll off the assembly line, or slowly march your army across the globe to get to that last little AI village that he managed to found on a tiny island off Antarctica. Even after 290 hours of often excruciating play I cannot find a reason to recommend this game to anyone.

Fair disclosure: I have not purchased any of the post-release DLC, nor have I tried the online multiplayer option. One or both of those might improve the overall quality of the game experience, but based on past experience I'm going to guess that they won't.
