I've tried making my own and cannot come anywhere near achieving the texture and flavor of these. One can almost taste Tunisia in the jar. If you are cooking Moroccan or own a tagine these will add a lot to many meals. The brine is also useful if you use a teaspoon (or less) to add flavor to a sauce or soup. In fact, if you keep searching for the key to making a Sicilian style pasta sauce, use a little of the brine in the sauce - you'll be amazed by the results.
My main use is on fish. I usually coat the fish in olive oil and rub in some spices, and set it on a bed of thickly sliced red onions with some of these lemons sliced on the top. I then bake and - voila! - a wonderful and healthy dinner. Of course if you truly want to get authentic, especially if you own a tagine, prepare your fish with a marinate of Chermoula and slow cook with slices of these lemons on top.
Do not let my focus on fish dishes lead you to conclude that these will not work with meat. I do not eat meat, but friends who cook with preserved lemons rave about how well they go with chicken, lamb and other meats. Of course these would also add a lot of flavor to strictly vegetables. In fact, they are common in vegetable dishes made in a tagine.
I tried the pepper that is in the jar and was not impressed one way or the other with it. It's too mild and it did not seem to impart any flavor to the lemons or the brine.
One thing to note is you need to rinse off the lemons before using them in cooking or your food may be either too salty, overpowered by lemon, or both.
