I use a commercial PH reducer (mostly phosphoric acid with an indicator) that turns the water/soap solution red/pink when the PH is correct. I buy it with commercial Neem oil in my AG supply store here in Boquete. The PH stabilizer is $10 per liter and 100% Neem oil is $31.50 per liter. While these quantities will last me only six months, they would last the average user fifteen years.
You will be amazed at the effectiveness of 100% Neem oil, but it does not give the instant results of fast kill insecticides. It takes time to work and it's action is cumulative. It works when the insects chomp on the treated leaves. Be very careful to mix according to the directions. Too much is overkill, and a waste. It is perfectly safe and does not kill beneficial insects such as bees and ladybugs. Google or Bing Neem. Use it early in the morning or in the evening with little wind and when you do not expect rain in 4 hours. In four weeks expect no aphids, whiteflies, caterpillars, or any other insect that eats your green growy things.
We just got our first bottle earlier this year, in the spring. We were hoping that it would help with the mosquitoes in our yard, but we really hadn't found very much information on the internet from people who had used it for this purpose. But we wanted to try it anyway, because the mosquitoes in our yard have been terrible!
We got a used manual sprayer, and mixed it with water as directed (adding a dash of dish soap to help the oil mix with the water). We sprayed it on our grass, our trees, and our garden.
One evening, before we sprayed, I was outide in the early evening for a half an hour -- and got about 16 mosquito bites. A week later (after we sprayed) I was outside at the same time of day for a half an hour, and I got NONE! Now, of course we do still get bites occasionally, but not nearly as many as before. We like to spray it every 3 to 4 weeks.
One bottle covered 2 applications on our yard, which is 1/2 an acre.
It smells horrible, I spray it on my lilies early to keep the rabbits off and it does. I mix it with Dr Bronners peppermint soap instead of dish soap.
Made the mistake of going cheap and trying another neem oil last week, too thin and have already used half of it while the Neem Pro lasted me the better part of last summer. Works well as a fungicide for hollyhocks too, keeps down the rust.
I tried a heavy application of Neem oil at an applications rate of 1.5%, (1.5L per plant application) and success.
This was verified by putting random leaves under a magnifier to see if there were any spider mites running around and there were no live spider mites to be found. Lots of dead one to be seen, yes, but no live ones. This is no guarantee I won't have spider mites next season but this season, in my opinion, they've been corrected for. This season, I will make one more prophylactic application and be done for the season. Next year, as the plant leaves out, I'll again make a prophylactic application.
It nice to finally find a product that works against spider mites.
I don't know if I can say this is a good price or what as I've nothing to compare the price to other than the expensive products I've see in local hardware stores. That being the case, this is a good, delivered price and from personally verified experience, I can say this product works getting rid of two spotted spider mites.

This season, we had a small outbreak of spider mites. I had to spray both shrubs twice to clear up the infestation around April/May this season and we were spider mite free for the rest of the season.
