As it became increasingly apparent that Donald Trump might actually become the Republican party's 2016 presidential nominee, alarmed conservatives coalesced behind a simple, uncompromising slogan: Never Trump. Although the movement initially included a large number of Republican office-holders, its white-hot core was always comprised of the policy experts, public intellectuals, and campaign professionals who play a critical role in the modern political party system. Robert P. Saldin is Professor of Political Science and a Mansfield Center Fellow at the University of Montana.He is the author of When Bad Policy Makes Good Politics (Oxford, 2017) and War, the American State, and Politics since 1898 (2011). He is also a frequent contributor to the popular press, having written for, among others,The Washington Post, National Affairs, The American Interest, and The Washington Monthly.

Steven M. Teles is Professor of Political Science at the Johns Hopkins University and a Senior Fellow at the Niskanen Center. He is the author or co-author of The Captured Economy (Oxford, 2017); Prison Break (Oxford, 2016); The Rise of the Conservative Legal Movement (2008);and Whose Welfare: AFDC and Elite Politics (1996). This is a remarkable book, for both its balance and scholarship, in explaining why various elements of American society, but especially current and former Republicans, cannot support President Trump and Trumpism. In a highly polarized society it is difficult to write anything that should be read by partisans on both sides -- and those in the middle -- but this is one of those books. Also brilliantly written.

I boarded the Trump Train fairly early and was completely floored by the stubborn and seemingly irrational #NeverTrump resistance. This book explains it quite well and even lays out the various reasons of the extended party elites. Personally, I disagree with their reasons, but looking at it now, they do make sense in a way. Also although this book doesn't purport to explain why the movement failed, it comes out with little digging; the 2016 Republican Campaign was to a certain extent a revolt of the party base and with the exception of the Reformicon Intellectuals and one economist the luminaries interviewed for this book show utter indifference towards rank and file Republican voters. They seem to view them as Rubes to harvest votes from and to be kept under control for fear of embarrassing their betters. I'm not kidding!

I couldn't give this work 5 stars because it accepts interviewee statements at face value and never makes them explain further, particularly when it comes to inconsistencies. So foreign policy expert Eliot Cohen explains protecting the alliance system from Trump was key yet seems to be never asked why that is so important given so much of the system now involves Americans expending treasure and even blood to protect a clutch of resentful, uncooperative freeloaders. Then there is Jennifer Rubin and Bret Stephens who assert the virtue/character issue is indispensable yet both went on to give a full throated defense of White/Male hating journalist Sarah Jeong and the New York Times which hired her. A little push-back would have helped clarify matters.

With that, I'll leave on a positive note. The authors' conclusion section if first rate, but I won't give spoilers. Go get the book and see for yourself!

This is the rare political science book that is both a lively read and a new framework for thinking about Republican politics. The authors let the Never Trumpers speak in their own words through extended quotations not seen elsewhere. While serving juicy tidbits of Washington backstage drama, the Saldin and Teles also marshal evidence for a systematic argument. The Never Trump movement was shaped by the structure of Washington-centric Republican policy elites—their geography, professional field or academic discipline, religion, and age or cohort. Never Trump was “ride or die” for many foreign policy elites, but lawyers were more comfortable with playing both sides in their professional role as an advocate for others. This book, like a fine wine, will age well if Republican party factions continue to be divided by the Never Trump fissure in whatever form it takes in the future.

Very simply, it was not a fresh, clean copy. When I order books, I expect them to arrive in pristine condition. This one was smudged and had scratch marks. How hard is it to enclose a clean copy?

The book is well written and interesting, and the authors interviewed a lot of people. The book helps readers understand why never Trump people felt so strongly, with many good reasons, and why they took a stand against Trump. They are (and were) concerned about Trump's judgement, his racism, his lack of experience in government, his divisiveness, some of his policies (including foreign policy), his disrespect for the rule of law, and many other things. The writers give separate treatment to lawyers, foreign policy experts, consultants, etc.
