Noctua makes an excellent product, but they still can't overcome the immutable fact that smaller computer fans are noisier than larger ones. I installed two of these in push/pull configuration to cool the CPU in my mini tower. There is also a Noctua 120 in there as an active front intake, and one of their 92's for exhaust. All fans blow towards the rear of the case. At full RPMs, I can hear only the sound of air moving from the two larger fans, but there was a clearly audible low drone in the key of 'A', emanating from the center of the motherboard. Thankfully, that sound was easily quieted by using the included low noise adapter cable with its voltage reducing inline resistor, as well as 'SpeedFan' software. And my CPU continues to run at acceptably cool temps (40/55 Celsius for idle, and when under heavy load).
I love Noctua's stuff. And their 80mm fans are quieter than those of other manufacturers (I also own Rosewill, Cooler Master, Vantec 'Stealth' and Thermaltake's 80mm fans). But it is what it is. ALL 80mm fans whine at full RPMs. If you want dead silent, use a larger fan (preferably a Noctua).
Extra Comment: I gave it a 3-Star rating to stay neutral - this should not reflect on the quality of the fans themselves.
Extra Post 4/4/13: I have, since returning the fans back, gotten my refund from Amazon and I was very pleased with how fast I got my refund (as well as with no hassles during the return process). I added another star to reflect this. If I were to purchase these again, I would now feel more comfortable doing so.
As fan size gets bigger, the sound difference between cheap fans and more expensive fans becomes much greater. To be honest, you really shouldn't have any small fans in your computer at all if you want it to be quiet (at least not unless they are spinning slowly; like less than 1000 rpm). Most people reviewing these fans said that they replaced old (noisy) fans with these ones and they were much more quiet. Which is true but would be the same case if you replaced an old fan any new fan at all.
The build quality of Noctua fans is very good, and the warranty is great. They move a lot of air and are efficient. They also have a lot of options for airflow vs. pressure and i can still recommend them, but at a size of anything less than 120mm they are not worth paying that much for in my opinion. Especially when you can get a great 92mm fan for around five bucks.
So the only downfalls i could find with this fan were the price and the problems with reporting fan speed to the BIOS; i removed one star for each of those.

Comes with an assortment of cables, even a low-noise adapter if you really want to cut down on the fan speed/noise
Cons:
The cable-cover has a sticky texture to it. Made it a little difficult for me to connect it to my mobo in tight places where removing my hand would catch the cable cover and pull the connection off
Other thoughts:
You can get much, much cheaper fans than these but you get what you pay for and the same can be said for case fans IMO.
I wouldn't necessarily recommend these case fans to someone unless they were trying to deliver ultra low levels of silence. For example, it doesn't do you much good to have virtually silent case fans if the computer has a loud power supply, CPU cooler, optical drives, HDDs, etc. This case fan is necessary for a quiet PC build, but not by itself sufficient to get there.
