Initially serialized in Spirou magazine in 1984, "XIII" was created by Jean Van Hamme, the author behind "Thorgal" and "Largo Winch" - the latter in comic and book form as well as on the big screen - and William Vance, illustrator of the bestsellers "Howard Flynn," "Bruce Hawker," "Bruno Brazil," "Bob Morane" and "Marshall Blueberry."

The previous volumes moves the story line in a different direction now that the "Conspiracy of the XX" ended with v12, but builds on what was left in the previous albums. This album continues the action from that one.
For some strange reason, Cinebooks did not republish the 13th volume, which is "XIII Mystery: The Investigation", which is about 2 reporters who do an overview of the mystery, expanded on it. This is troublesome, because this album is hinted at in this volume AND a brother of one of the reporters is introduced.
Frank Giordino, the corrupt NSA head, is trying to cover up his guilt at killing the President by blaming XIII. As part of this, he tried to confuse things by claimed that XIII is "really" someone else, a former IRA operative who trained under Castro (as seen in the last volume).
XIII was able to get out of the US, and join up with his friend in Costa Verde, but get locked up due to pressure from the US government on the new Costa Verde government. Their associates try to get them freed, but the new President (who may or may not be XIII wife, see previous volumes), doesn't seem willing to do so. Or is she?
Before they leave Costa Verde, XIII and friends go after the final clue (the lost 3 silver watch we learned about in v11: 3 Silver Watches). Its located in a church deep in a mountain lake. In doing so, they thwart a CIA plan to destroy the dam that created the lake, and sadly one of XIII friends doesn't make it.
Free from Costa Verde, and now with the information to go after the lost gold of Maximilian, XIII and friends are on the hunt.
We'll have to see how this turns out in the next album.
