Immediate start up yields 4 internal buzzes, followed by 2 more. Nothing on screen. I tried each stick alone to see if one was bad, but all failed. Then returning my originals to the slots, same symptom. So buying and trying this product it appears I lost the whole PC.
Originals are 2700s but description says 32's (400) are compatible...they weren't and possibly destroyed my PC. Good grief.

I returned the original stix, that didn't work before after the machine was powered down for about 2 hours. It came back. Leave well enough alone, right? Not me I'm my own worst enemy sometimes...
I got an idea that if I added a stick at a time, I'd see if they took. I added one, booted up and it took. Powered down added another, it took. Powered down replaced 1 512 it took. Powered down replaced the last original stick and it took. I was thinking the configuration change was so overwhelming that it didn't like a total swap out, whether that was relevant or not I don't know, but that's how I brought it back. My apologizes about the 'salesman' crack above.
It's an old machine using WP Prof SP3 32 bit. I found out that when you check the 'basic information' under Performance and Maint. under the Start Menu, these machines will use 4GB of Ram, but show less than that when you check it. I've read users saying 3, 3.2, 3.5GB is showing up; mine says 3.62GB. It seems the system is using it all I understand, but can't read all of it for the basic information feature of the 32 bit XP version.

I powered down and removed one of the memory modules to troubleshoot the possibility that one of them may have been defective. When I powered back up, both setup and Windows XP now showed only 512 MB of installed RAM! I swapped memory modules, and, sure enough, each module displayed as only 512 MB instead of 1 GB in both the computer's BIOS setup screen and Windows XP. When I re-installed my two factory-original 256 MB modules, the system correctly showed 512 MB of installed RAM.
I should mention that the upgrade kit arrived in a sealed PNY blister-pack, and that each module had a genuine-appearing PNY label affixed to it. The labels showed that each module was 1 GB, yet the BIOS displayed both as being only 512 MB. I ended up returning the kit to Amazon, and now I don't want to take a chance on another PNY memory product. Fortunately, Amazon sells memory from other manufacturers.
7/7/12 update: I had previously assumed that PNY's memory modules must have been mislabeled, since the computer's BIOS displayed only half of the modules' stated capacities. I researched this issue online, and it appears that Dell computers can be pretty fussy about memory. I read of several other cases where aftermarket memory displayed only half of its labeled capacity in Dell Computers. (This is apparently why Dell encourages the use of "Dell-certified" memory in its machines.)
Although PNY's Amazon ad stated that their memory will work in a Dell Dimension 4600, it didn't. In order to give PNY the benefit of the doubt here, I have edited this review and increased my rating from one to three stars. (I will acknowledge the possibility that this memory may work as advertised in another computer.)
One reviewer (see below) wrote that I had the memory "running at the wrong speed." However, this does not appear to be the case, since the memory's speed (400 MHz) is NOT user-configurable (at least not on a Dell Dimension 4600). Also, my Dell's BIOS setup screen showed that the PNY memory was running at 400 MHz, as per spec. In sum, the problem appears to be based on incompatibility, not improper installation and/or configuration.
To end on a happy note: I received a full credit for the returned memory from Amazon on 7/5/12, as they had promised. So Amazon's superior customer service has come through once again.
