The "speed" or hardness of the wood blade is usually expressed using a scale of 0-100, or the DEF/DEF+/ALL-/ALL/ALL+/OFF-/OFF/OFF+ scale where "DEF" is a racket for defensive players (softer wood, slower bounce) up to OFF+ which is a racket for offensive players (hard top wood, fast bounce, difficult to control shots). On this scale I would rate this racket an ALL-. The rubbers on both sides are fairly "spinny", so one can impart a lot of rotation in addition to speed to the ball. They are not too different from the Rakza 7 Soft I am usually playing (both having a soft sponge), i.e., serves look the same with respect to the curve of the ball which changes with rotation (spin) on the ball. This racket makes it easy to control the ball which is good for beginners. I could easily do all the strokes even against strong top spin. Note that ALL- doesn't mean the shots are slow, with the correct technique one can do loop kill shots just like with an aggressive paddle, with a bit more effort. Conversely, doing defensive strokes such as push or block is very easy with this racket.
In summary, this is a surprisingly great racket for the $40 price for beginners for the first year. In addition, watch the Youtube videos from yangyang TT to start with the correct technique and you will be a table tennis pro in no time.
I prefer a thinner sponge. My worn-out, 30+yo paddle is still more to my liking. The size and shape are perfect for me. I need to replace the rubbers, though. I tend to be a control vice power player, so this Palio isn't really for my taste.

I would not reccomend this for complete beginners because the weight and power of the rubbers would likely cause them to keep hitting it off the end of the table.
But for improvers to intermediate and even lower league level, this bat will certainly not dissapoint once you get used to it.
So feel free to ignore the 1/2 * reviews and get one.
The rubbers are nice and sticky so you get excellent spin control and with that, having the responsiveness of the rubbers, it means that you can combine power and spin together effectively.

This is a collaboration between the British Expert Table Tennis and the Chinese Palio to bring you an excellent combination for serious beginners. The CJ8000 Chinese rubber is high - quality rubber and is ITTF approved for tournament play. The Expert 3 blade will give you a comfortable grip and is light weight. Good choice to pair this blade with the CJ8000 rubber; it gives you great control and is slow - average speed, which makes sense for beginners to build solid fundamental skills.
You would be hard - pressed finding a combination this good for the price.
