You can enter a house by a back door when the front door is locked. It was how President Roosevelt entered the WWII.
The President wanted to make war on Nazi Germany, but Hitler knew how the United States had entered into the WWI and did not give in and respond to American persistent war-like provocations in the Atlantic.

So the Roosevelt administration thought out entering into it by a back door in the Pacific, as I said in my comment on Hamilton Fish/FDR: The Other Side of the Coin.
Beard's book was a pioneering work but Fish's FDR is more comprehensive in scope. He could draw on more recent and more available sources. I sent a comment on Fish/FDR. I will appreciate very much if interested people read it.

A Japanese like me does not need to read American sources to know that Japan had been bogged down in, exhausted by, and wanted to get out of, the long-drawn, hopless and unwinnable war with China and thus avoid military confrontation with the United States.
(The Japanese were abysmally shocked to hear the news of the Pearl Harbor attack early in the morning over the radio on Dec. 8, but they were relieved to think that it would solve the problem with China that had long harrassed them. They least thought that Japan would establish hegemony in East Asia.)

But the Japanese will have to read American sources to know the answers, and they will not know them unless they do, to the questions like, "We proposed talks with the United States and made compromises. But our compromises did not seem to have elicited reciprocation. We sent a specially selected man, an old acqaintance of President Roosevelt's as our ambassador for this to Washington and we sent another, a pro-American professional diplomat, to assist him. Secretary Hull did not seem to have moved from where he stood in the beginning; on the contrary it appears he hardened his attitude. He gave Japan his Hull Note on Nov. 26, which denied and refused everything. What had been going on in Washington?"

Tojo wanted to arrive at even a modus vivendi and asked Shigenori Togo to be Foreign Minister in his cabinet. Togo, a decided, staunch dove, accepted it as war was not a foregone conclusion. He was determined to catch at the faintest glimmer to stave off tragedy in the Pacific. He let US Ambassdor, Grew, know via Kijuro Shidehara and Shigeru Yoshida what was going on within the Japanese government. (Both Shidehara and Yoshida were pro-American men of influence. Shidehar was known for about eight years in the 1920s for his soft, and accomodating line as Foreign Minister, and Yoshida was postwar Japanese Prime Minister.)

In April, 1945, the Suzuki cabinet was formed and Togo (not Tojo) was Foreign Minister. It was plain and obvious to the allied nations that Japan was preparing for surrender. Tojo had resigned from the posts of Prime Minister and Army Minister in July, 1944. He said at this new cabinet, "This is the end. This is our Badoglio cabinet." When did Hitler resign and say, "This is the end. This is our Badoglio government?"
Mr. Hull was awarded the Nobel Prize for peace. Togo (not Tojo) was brought to justice in spite of his tremendous efforts to preserve peace in the Pacific and then to bring Japan to surrender and end the war. He was sentenced to twenty years' imprisonment at the Tokyo International Tribunal. His crime was having been Foreign Minister in the Tojo cabinet. He died in July, 1950. I wonder if he did not have the chance of reading Bear's book.

Back to 1941, fortunately for the Roosevelt administration, Japan proposed talks. The talks were taken advantage of and turned by Washington into a chess game. Talks are for arriving at an agreement; but a chess game is for win or lose. In this chess a Japanese move could be met with an American move; "since every Japanese move was imperialistic," the Roosevelt administration was morally allowed to respond to it with an "aggressively defensive" move without feeling any moral compunction.
The Japanese proposed talks, now turned into a chess game, made it possible for the United States to adopt such counter-measures as would have been impossible to take since the administration was tied down to strong, anti-war, isolationist sentiments.

The Pacific Tragedy cannot be well understood without introducing a longer and wider perspective. "Looking back over a half-century of American diplomacy in the Far East, we see curious phenomena which undoubtedly have their origin in our emotional complexes. We see a distinct difference between our policy toward this area nd our policy toward Europe. We see in our approach to the Orient a lack of those inhibitions which long affected us in our approach to the affairs of the European continent...Unquestinably, our relations to the peoples of the Far East has been colored by a certain sentimentality toware the Chinese (George F. Kennan, American Diplomacy)."

The Japanese showed a lot of virtue in its swift and smooth introduction of a political, educational, and economic system of modern West, but they were punished for this virtue instead of being admired.
Only 35,000 people were killed, for instance, in the anarchic plight (1868~1978) for the transition from the old regime to the new government. Compare it with the numbers of lives lost in the French Revolution and the American Civil War.
Japanese postwar democracy, for another instance, was not anything imposed by the United States. Democracy had been developing in prewar Japan at least from 1899.
For these vitues of imitation of the West, Japan was labelled the Yellow PerilI. I (Yoshimichi Moriyama) sent six comments on Project-Syndicate/Richard Haass/The End of Asia's Strategic Miracle?. I will be glad if interested readers read my comment, dated Aug. 16, 2017, of the six comments.

Japan was a distant, exotic country to Americans until around 1898. In 1898 the United States came into the possession of Hawaii, Guam, and the Philippines and suddenly Japan became very large in their mind; Japan was jealous, greedy and suspicious. This was fantacy: it was the psychological projection of the US. "For nearly half a century, Japanese-American relations had been cordial. So, although Japan favored sharing in a protectorate over the Philippines in the event that the United States should give them up, she approved American annexation once it was announced. In fact Japanese diplomats had freely urged the decision on the United States, preferring the country to any other as a neighbor in the Pacific (A. Whitney Griswold, The Far Easten Policy of the United States)."
No people in the Far East felt so friendly warmth to Americans even before 1941 as the Japanese. And one important pivot in foreign policy making of Tokyo was keeping good relations with the United States and Great Britain.

After 1899 Japan was criticized for its show of virtue. The Washington Conference was a rare case of successful disarmament conference, according to Hans Morgenthau, Politics Among Nations. Japan was present. And the United States was adamant in trying to strip Japan of its newly obtained concessions in China, so Japan threw up most of the little it had swallowed up during the World War I. But America was not at all interested in giving up its new territories in the Pacific.
President Truman said, "It was Roosevelt who said just drop the bomb, not me. So don't blame me." For this, please read my comment dated May 24, 2016, on Project-Syndicate/Aryeh Neier/Hiroshima With or Without Remorse?, May 20.

Charles Beard is one of the few, who represent the people

Every society needs a Charles A. Beard. He is one of those critical thinkers who knows better than what his government is telling him. In this book, we learn what we all suspected: The attacks on Pearl Harbor by the Japanese was not only not a surprise, but they were in fact, provoked. Beard turns up governmental documented evidence that FDR had a cabinet meeting in the last week of November, 1941 and said the following: We are at war. Expect the Japanese to attack as early as December 1 (they attacked on the 7th). But we must maneuver them into firing the first shot. The rest is...history. Albeit re-written history. It is essential that the American people understand the implications here. The American Corporate State has the power to commit any crime of any magnitude and get by with it because they control, through their affiliated elitist groups, the mainstream media. All the proles know is what they are told. Big Brother tells you to ignore the evidence of your eyes and ears. Hopefully, now that you know the truth behind Pearl Harbor, you will be better able to separate fact from myth when it comes to all the other major events in our US history. They're pretty much all frauds.

Great historical account

I challenge anybody to read this book and come away and still have respect for FDR. I read this book as part of a high school project and I was shocked. Now many years later I'm not shocked anymore. He is one of my top 3 worst Presidents ever.
