This is not an expansion pack; this is a new expansion arc. According to the instructions, if you don't want to use the new Invasion Game mechanics then you need to remove all previous expansions. Some people might want to do this but I don't.
I really enjoy the base game. I was very happy to get the first expansion pack (The Gathering Storm) since it added new cards and it wasn't necessary to use the new game mechanics. Similarly, I was very happy to get the second expansion pack (Rebel v. Imperium) since it added new cards and it still seemed balanced without using the new game mechanics.
The third expansion pack (The Brink of War) added new cards that basically required the use of the new mechanics (prestige points). The problem is that after playing about a dozen games, the prestige leader won every single game. The prestige mechanic appears to be unbalanced and it is one more thing to keep track of thereby slowing down the game. So when I was going to teach some new players, I ended up removing the third pack and haven't added it back in yet.
When I was recently given this new pack, I was disappointed to discover that either I am forced to use the new mechanics or I have to remove all preceding expansions.
If you don't mind doing this, feel free to disregard my rating especially since I haven't played a game with the new cards yet.
