Read this or Star Wars: Survivor's Quest first?

Survivor's Quest should come first, in my opinion. Some of the key plot moments in the book depend on the fact that you don't know what happened aboard the outbound flight.

I actually read Outbound Flight first not knowing that Survivor's Quest was actually written first. After having read Survivor's Quest recently, I found that it left too many unanswered questions that you really need to have read Outbound Flight to get the answers to.

Outbound Flight
Survivor's Quest

Why? Well, the Thrawn trilogy and Hand of Thrawn duology serve to introduce you to Thrawn and how people have reacted to the Outbound Flight and the Unknown Regions in New Republic time. Outbound Flight then becomes that much more enjoyable and entertaining, and Survivor's Quest follows suit, since at this point you know everything about OF.

That's what I think is a good way to read them as well.
