And really, that aspect of Rifts really took off when C.J. Carella began writing for Rifts, presenting the first Phase World book. Which that setting, admitedly should be more high powered then a Post Apocalyptic Earth. With World Book 11, not only did we see the start of a hoped for tapering off of sky rocketing power levels in Rifts, but the Coalition were properly updated to reflect that they haven't remained stagnant, they've been developing technology too and keeping up.
The biggest part of any Rifts Campaign, especially among those players and GMs who use the default setting of Rifts North America, is going to be the Coalition. Whether you are playing the Coalition or battling them, this book has become a must have to detail out the Coalition Military, O.C.C.s, Operations, Outlooks, Views, Equipment from weapons to power armor to robots and vehicles. I actually had players, before this book -ever- came out, see the Coalition as push overs and weak. Even despite my use of strategies in game and showing them otherwise.
In addition to all the new Coaliton gear and information, you have some new D-Bess and Monsters common to the 'Burg areas around places like Chi-Town. Along with the Palladium style Hook, Line & Sinker adventures that give a bare outline and allow for GM and Players to expand on for either a one-shot or full fledged campaign. If I have any complaints about the book its the artistic style of one particular artist. It's the only down side to the book my artistic aethetics sense sees his work as garbage and my 4 year old daughter draws better then him.
Still, if you play Rifts, if you play on the North American continent setting, this book is a must have.
Asides from a short rundown of those potentially involved, there just isn't much about this long awaited war. No estimate of the total number of units involved, their composition or their locations are given, no dates are provided. No real idea of the paths that the Coalition will use to advance are mapped out. None of the "special defences" that we've heard about, prepared by those in the Coalition's path, are discussed.
Palladium took the approach with this book that the GM will detail everything but the new equipment, OCC's, etc...
