William Tanner Vollmann (born July 28, 1959) is an American novelist, journalist, war correspondent, short story writer, and essayist. He won the 2005 National Book Award for Fiction for the novel Europe Central. He lives in Sacramento, California, with his wife and daughter.

Challenging, frightening, profound--a visionary masterpiece.
That said, this book is a whole lot cheaper (and a quicker read, of course) than the seven-volume version, and it was a pretty interesting read, and I would still probably recommend it. Just something to be aware of before you buy.
