It does it's intended job. I've never owned one before buying this one, and I'm not sure that there is any remarkable difference between various makes of flush cut saws. It's flexible, and it cuts a dowel fairly flush. Sand or plane afterward, and it's perfect.
The reviewers who say that the saw mars their work around the dowel need to realize that you're supposed to cut a hole, the same diameter as the dowel being cut, into a sacrificial business card or some stock of thick paper, and stick that over the dowel. Then you can cut away without worrying about damaging the work. Lack of preparation isn't the fault of the saw. :)
The handle needs a sanding and a coat of linseed oil or some such, but ll in all it's a good little saw to have around and I expect it'll last a long time since it is a special use tool.
