What is an unlocked phone?
An unlocked phone is a device that is not bound to any carrier or plan. It allows you to choose your phone first and your carrier second. Upon selecting a plan, simply insert the carrier's SIM card into the phone and you're ready to go. If you decide you want to change carriers down the road or want to take an international trip, it's as simple as replacing your existing SIM card with a new SIM and activating your new plan.

How do I set up my unlocked phone?
The first thing you’ll need is a SIM card for your desired carrier. When activated, the SIM card will let your phone connect to your carrier’s network. If you decide to upgrade to a newer unlocked phone in the future, you can easily remove the SIM card from your old phone and put it in your new phone—just make sure you get the right size of SIM card (nano, micro, or standard) for your phone. If you want to use your phone while traveling internationally, you can easily buy a SIM card for a carrier that operates where you’re traveling. As long as it’s activated, you can just swap SIM cards when you arrive at your destination.

Edit: After a few weeks use, I noticed the battery life on this phone is very good. I can normally get 12 hours standby with checking emails a dozen times or so and a couple phone calls, checking out a couple web sites, etc. and still have 80% battery left. Checking speed test in the city (Seattle) I was getting 6mb/s. The dual sim function allows me to carry one device for work and personal with different ringtones of my choice, work and personal email, text and calling. The 4.2.2 software works seamless with no lag on common apps. Haven't tried any games although.
Edit: Over a year later, still satisfied with performance, reception, wifi and battery life. Dropped it on a wood floor once pretty hard and the cover partially popped off but clicked it back on and it still worked fine. Samsung recently pushed OS update of Android KitKat 4.4.2 for this phone that works without a hitch. I did encounter a flaw in the stock Chrome browser although, in that it can rarely on occasion stop responding. A re-start of the phone brings it back to normal. Also, calls made are defaulted to sim #1. If you want to call from sim #2 you have to swipe down on the screen and touch sim2 before you dial. Not too much hassle but with the last OS, you could switch sims and it would stay on the one you picked. I also wish the ringtone was a little louder as I work in a shop environment and rely on the vibrate. Over all I'll still claim five stars.

I emailed them asking about this issue ..but there was no response at all. Not even any acknowledgement....fortunately amazon understood my situation and gave full refund and I returned the phone after coming back to the US.
So please beware of shopping with Open group wireless seller unless you really don't care about customer service......
I did not have to "make an initial 5 minute call..." which others stated is necessary.
Note: The phone menu was in Russian when I first put the Sim cards in the phone. There's an easy fix for this:
Take all Sims out of the phone and power it off. After turning it on with no Sims, it went through the setup menu. Choose your language, finish the menus and turn it off. Put the Sim cards in and you're good to go. All this took less than 5 minutes.
One last note: Look at the descriptions provided under "other sellers". Email the vendor BEFORE buying if you have ANY doubts. Ask them specifically if the phone will work with any Sim card in the world. Get written verification from them! If they won't specifically verify/provide this, don't buy from them. Period. Without vendor verification, you have very little, if any, recourse against anybody (including Amazon).
I emailed 3+ vendors until I received the verification I wanted. Yes, this delayed my purchase 2-3 weeks. Vendors come and go every day. Some only have a few phones to sell. I purchased this phone from "Wireless Everything" -- after looking at their reviews and receiving email verification.
I just want to let any interested buyers know that the wifi keeps dropping in and out every couple 2-3 minutes or even 30-40 seconds (and I mean EVERY), but apparently that seems to be a widespread issue with both S4s and the S4 minis based on numerous results I found on the internet. However there are a number of successful solutions, but unfortunately none have worked for me as yet. I will say though that I have been bearing with it, because it only presents a challenge when I am trying to download or upload a file that takes more than a minute to process, but for other functions such as chatting and browsing the internet, it doesn't pose that much of a problem....but its honestly really annoying.
Overall I love this phone, its my dream phone( and I am serious, I told God I wanted a phone with these features probably 2-3 years ago...lol), and I would have given it a 5 star rating if not for the wifi issue. So if you plan on using a data package consistently, this is the ideal phone for you :)
O and btw I use my phone to the max(listening to music,video taping, chatting,even as a flash light in dark places lol...and for numerous other purposes) so my battery only lasts me 7-8 hours of full functionality, so I will be getting an extended battery and I recommend any interested buyers to budget for one, because believe me when I say, this phone can be used for almost any and everything, it is truly a "Life Companion" :)
