Using stock RX 580 clock (1340 MHz) I could undervolt it to 1050mV (-100mV), which lowered the power consumption to ~160W peak. Dropping to RX 480 clocks, it's 130W, putting it on a spitting distance of 1060. Memory is fine up to 1900 MHz, haven't tried giving it more voltage.
The card did only let me down with its idle power usage. Many reviews showed around 18W, but mine was doing 35ish even during lower states where both GPU and Memory sit at 300 MHz, wasn't happy. But, as this card has dual bios, I took the risk and decided to flash an MSI bios over the slowest bios (stock clocks) and I got lucky. Besides the same solid experience, the new bios dropped the idle consumption to ~12W, just amazing MSI. To be fair, the load power usage increase around 10%, it appears that MSI uses a little more voltage there, but that's a good trade in my book. For the record, 1080p (x264 10bit) uses around 20W while 4k HDR (hevc) uses around 25-30W with some rare momentary peaks. Now I'm happy =)
