The title tells you all you need to know> Why is it true? That is what most of us want to know.
Here are the reasons; Runs quietly and runs cool .

No = 0 noise this is what a passive card should offer.
That seems obvious but sometimes video cards can whine due to coil noise. You may have heard a transformer hum same idea. My card has no whine. I am really surprised at the cool-ness of temperature. When I watch a movie on blu ray the card is under 45c.
Most of the time my card runs at 38c to 42c. Of course if a play a game I can get the card over 50c. This is why my case has intake and out fans along with a cpu fan.

My pc builds push quiet then ht then a bit of gaming.

This card is in a rosewill matx case with coolink fans see my review on these fans. I run the fans at low speeds 400 rpm to 800 rpm. To do this you need cool running parts. This build is all ssd. Mushkin and crucial ssds. this build uses a gigabyte matx board. 4 x 4gb sticks of samsung vlp ram ddr3 1600GHz. CPU = intel i5 2500t low watt cpu.

I use 35 watts surfing the net. 45 watts to watch netflix and 70 watts for blu ray. You can not hear the pc other then the bluray player when it runs.

this card really rates 4.5 stars as it has a driver issue. after sleep the sound does not work unless you boot / restart. I use hdmi to a sony led tv then optical digital from the sony to a processor.

I do like this pc build more then anyone I have done. As the low power draw is very nice.
As for gaming set medium and run at 1600 x 900 it will run just about anything decently. If you really want better gaming you need at least a hd6870 none passive card. I did a review on it. that system uses more power and is a bit louder then this one.

Replace a Palit NE5S4500FHD01 GeForce GTS 450 (Fermi) 1GB 128-bit GDDR5 PCI Express 2.0 x16 HDCP Ready SLI Support Video Card. That card always had video problems in the form of squares blinking on the screen. Then it just gave garbage video after a while. I failed to register it not knowing it had a life time warranty. Doh!

Anyway, Nvida never did have a fix for that! So I am done with Geforce stuff and in MY OPINION so are a lot of others as they have had a lot of challenges HD and SW wise. So it is back to Radeon which I have used in the past.

This card is fast, quiet, was installed with zero issues, and has updated itself with zero issues. I am not an over-clocker.

Very happy with the price and selection.

No complaints. Have had for about 6 months+

I bought this card for a new HTPC build and can't be happier. I wanted a silent rig, but did not want to sacrifice quality. This card displays beautiful, crisp video and is completely silent. I ran Passmark BurnIn Test while watching a Blu-Ray Movie AND recording two HD programs with my Ceton InfiniTV and this thing didn't break a sweat. Highly recommended if you want a silent card for an HTPC.

Was upgrading from an old 4670 ATI card, in an old XP 32 bit machine. Fan was always running, even at idle, and was over our noise threshold for watching videos nearby.

Deleted all the old programs and drivers associated with the old card, and rebooted like that.
Then installed the C++ 2010 SP1 Redistributable runtime libs from Microsoft, as apparently some of the installation code requires as least 2008 C++ or above.
Then shutdown and put the 7750 in, and rebooted in what basically is VGA mode because the drivers are not there.
Installed the latest/greatest drivers and Catalyst code I found online, rather than the ones one the CD supplied with the card
Rebooted and tweaked the display settings I wanted in Windows and Catalyst.
And then finally took a new system backup.

Everything works nice, seems faster, and it is certainly much much quieter. Need to be sure to clean up your system of software clutter from any old card, and be sure you have high enough C++ runtime libs.
Depending upon where you look, doc may or may not state compatability with XP. I found it seems to work just fine, even tho there are a couple Windows messages during the software install saying that the software hasn't official certification status.

Replaced / Upgraded to this card from an older Nvidia fanless card. So far I've had better frame rates at a higher detail so the upgrade went really well. I've had zero problems with it which is great. I was a bit concerned on heat in the case being too much. It sits right below a 120mm fan though that seems to be keeping everything at good temperatures. This is a good alternative for anyone trying to build a quieter pc by ditching the video card fan altogether.

It gets a 7.5 in Windows 7, 7.3 in Windows 8. That's fairly impressive considering this doesn't require any extra power and completely silent. I'm using it with my 27" Apple Cinema Display without any issues.

I tried using on Ubuntu 12.04 LTS and so far no luck. Newer hardware is always a problem with Ubuntu, so I'm not going to take a point away for that.

Con: About $30 more than the other cards with the same GPU and fan. I can't tolerate a noisy PC anymore after using a Mac Mini for a year so I took the plunge. I looked at two other 7750 fanless cards but the heatsinks looked much smaller than Sapphire's.
