In one of the best and most interesting presentations from the 2009 Remote Viewing Conference, F. Holmes "Skip" Atwater, current research director of the Monroe Institute and former founder, training, and operations officer of the military's Star Gate remote viewing program lays the groundwork for doing responsible and legitimate research on unidentified aerial phenomena (UFOs) using remote viewing as a tool. Atwater shows us the results of Pat Price's famous exploration of four mountains around the world where Price believed UFO bases were located. Atwater explains some of the problems with Price's work, then shows us how - using appropriate blind and double-blind protocols - he was apparently able to substantially validate at least some of what Price claimed to have discovered. We see work done on these cases done under double-blind conditions and separated from Price's results by a decade, performed by prominent former-military remote viewers such as Joe McMoneagle, Mel Riley, Bill Ray, and Paul H. Smith

F. Holmes (Skip) Atwater, a retired Military Intelligence officer, was the Operations and Training Officer for the U.S. Army's remote-viewing intelligence program now known to world by the code name Star Gate. For ten years he recruited and trained an elite cadre of professional intelligence officers to do remote viewing for the Department of Defense and various members of the national intelligence community. He planned, conducted, and reported thousands of remote viewing intelligence-collection missions.

After retiring from the Army, Skip became Research Director at The Monroe Institute. Since then he has published technical research on methods for expanding consciousness, authored the inspirational book, Captain of My Ship, Master of My Soul, and assisted hundreds of individuals in experiencing and exploring expanded states of consciousness. In December 2006 he became the President of the Institute.

Skip is a former president of the International Remote Viewing Association (IRVA).
