The description mentions 'Austria', but it has the finish and appearance of tools manufactured in a very large East Asian country. Shipped from California.
I can't say that it's HSS, but it does cut mild steel, at least once.
Good cutting edge geometry for hand use and de-burring drilled holes.

Update: Okay for aluminum or soft brass, nothing harder. It would get 5 stars if it was HSS.

The metal countersink itself is of excellent quality - nice and sharp, and the 7 flutes give it a smoother cut than a similar hand countersink I tried in the past. Unfortunately, the maker has attached it to a very slender handle, which is hard to grip and limits the torque the user can apply, which in turn limits its usefulness in hard woods. It is otherwise an outstanding tool - if the handle was slightly thicker, this countersink would easily rate 5 stars. I will probably cut off the handle and install the cutting head in a larger one.
