Rotating tines are (much) less effective at flea catching than the fixed tines and I certainly would not have purchased this comb if I had known what it really was...
What I can say however, is that we have several cats and this comb is their favorite of many. It does an effective job of getting out loose, fine undercoat without making anybody squeal in pain, and leaves them all looking good.
From a human standpoint, this comb is easier to use than many; it has an actual handle rather than teeth the whole length of the comb, so you have greater directional control. There's also a little divot to rest your thumb in, which surprisingly helps steer the comb well.
We'd first hit on this comb at our vet's office, and she gave us hers. Over time, some of the teeth have gone crooked or come out, so we recently bought two more- one for upstairs and downstairs, so there's always one nearby.
Added May 15 2017: The last one we bought a month ago seems to be defective. On day 2, the metal teeth began coming out, and in a month we have now lost 12-13 teeth. Definitely don't want the cats ingesting these metal teeth, so have stopped using it. Hoping this is a fluke, and have asked seller for replacement, assuming the next one will be as good as our old ones. Waiting on a response.
