You're probably already aware that CR123 batteries can be pretty pricey; if you use them in high drain applications (ie high output flashlights), you can really burn through some money keeping them powered!
I use them in a 700 lumen Sig Sauer Stoplite, and I can go through 8 or 12 of these in a single night if it stays on most of the time, so the low price is pretty important to me. I doubt you'll find them cheaper anywhere else, and if you go through as many of these bad boys as I do, that's worth something!
On the other hand, I've noted (as have a few other reviewers) that output isn't equal to that of top of the line CR123s I've used, but the lumen output on my Stoplite is still sufficient to light up a stand of trees better than 100 yards away or blind an assailant if necessary (or yourself if you don't watch where you point that thing, watch out for mirrors lol).
They don't last as long as top of the line batteries either, but even so, I save a nice pile of coin by using these instead of paying 5 - 10 times more for name brands. They may last a little longer, maybe even twice as long, but nowhere near 5 - 10 times as long.
If cost efficiency is important to you, I'd recommend these without any reservation. There is a moderately noticeable difference in quality between them and name brands, but not enough to make them a bad product, and in my opinion it is more than compensated for by the savings.

ARLO - I deployed these batteries in a South Florida system and have experienced nothing but trouble with them. They do not deliver the durability (service life) of a Streamlight or a Duracell, but more importantly when they do hold a useful charge they cause the camera to repeatedly go offline. That means you have to take the camera down, open the case, reboot it and reposition it. At first I thought the cameras had gone bad but having seen the other reviews for this product I took out the Tenergy batteries and replaced them with Streamlight. It has now been two weeks since I made that change and the cameras that continually went offline are now online and the Streamlight charge has held at >90%.
We have had a cold snap in South Florida during the time this problem took place and when I found the solution; which was to scrap these batteries and by extension the vendor that sold them. I have no data to share with you about the effect that cold weather (near but not freezing) contributes to the service life. I can say that the Streamlight which I have 12 months of data for has performed satisfactorily across a wide range of temperature conditions without creating any problems.
But, I want to caution any user of Arlo Cameras looking for a really good battery solution: I have not found a winner yet. Arlo cameras eat batteries beyond all reason. If you use Arlo plan for the expense and no matter which vendor you use this is an expense you must plan for.
SECURITY DEVICES - These batteries should not be used in the Wireless Sensors for your Alarm System for the same reasons mentioned above. Because these were reasonably priced we thought they would be a good value. Unfortunately they have been a miserable disappointment. In all cases these were deployed in a temperature controlled environment and we experienced an 80% reduction in service life from the Duracell we had been using.
My suggestion is that you not take the risk of buying this Tenergy product for use in any sensitive application.
After multiple sets of these batteries over a few months (I purchased 12 of these a few months back and have now re-ordered) and can say that these last just as long if not longer than the SureFire batteries. I don't have any factual testing other than I always write the date on the batteries when I start them, and I averaged a week longer than my SF batteries before replacing them. I also think (again, no real way to test. It could easily be in my head) that the batteries hold a higher charge longer. It seemed as if my light stayed higher to 200 lumens before getting dimmer as the batteries wear down to the "low" battery setting where you high output is significantly diminished.
Overall, these are a great buy. I know others had stated they received leaking batteries but in two shipments of these Tenergy batteries I have not had any duds or leaking batteries.
Also to note, these batteries came blister packed in 2pks. So I received 10 2pk, carded sets of batteries. Before I received 12 batteries shrink wrapped in 6packs. If that matters.
