Topeak has received an avalanche of awards and accolades since its founding in 1991. The company has developed such innovations as the JowBlow floor pumps with SmartHead technology, which sense and automatically adapt to Schrader and Presta valves without swapping out parts; the award-winning Morph series of mini pumps; the ALiEN multitools, which separate into different parts so cyclists can bring only the tools they need; and the Hexus mini tool and Bikamper personal shelter, which received the prestigious Red Dot award for outstanding design. The most important part of the Topeak story, however, is the passion of the founders and employees, who are cyclists, too. The company is dedicated to making the ride better, and focuses on creating products and accessories to help facilitate an escape from the traffic jams, cubicles, and mind-numbing meetings of everyday life.

The side panniers measure about 9"x11"x3" will hold one or two textbooks, or a box of cereal, but not a binder, well yes it will but wont zip up. The top trunk is good for a pair of gloves, some maps, a camera, a small bag lunch, and someplace to put my lights, but nothing bigger than a loaf of bread.
On the up side the construction appears first rate, the panniers secure solidly to the rack once un-furled, and un-zip about half way down on both side for ease of loading, the shoulder strap is a nice touch, though I'm not sure it'll ever get used.
As a dedicated cargo carrier I think their might be something better. But if all you need is a low capacity carrier it should be OK.
For the $30+ I paid it's acceptable.
I recommend that those who think they want to buy this bag, but are unsure if it is big enough, visit a bike store that carries the bags and see the actual size of this one. Like other reviewers, I found it smaller than expected, but still adequate for my needs. However, if you are vascillating between this and a larger bag and/or larger panniers, a visit to a bike shop is in order. This bag is adequate for commuting to work, going on a picnic, or a quick trip to the grocery store, but I would want a bigger bag for other uses, such as camping.
Before buying this bag, I considered getting a cheaper bag and rack. While this bag with the Explorer rack sounds expensive, I found I was going to have to spend more than half that for something cheap that wasn't near as easy to use. My recommendation is to go ahead and invest in this quality product with Topeak Explorer Bike Rack and you'll have a quality, easy to use combo.
It has all the room I need to carry my work items. In one pannier, I'm able to put my size 12 dress shoes and then am able to put my dress pants, shirt, undershirt, socks, and belt in the other pannier. That then leaves the entire top compartment open for putting my lunch and other items I wish carry. The top compartment is quite roomy. It's large enough to fit a full gallon of milk if tipped on its side. The built in bungee cords on top are also great for securing items such as my light jacket.
The quick release system is really great. A few seconds to take it on and off.
The overall weight of the bag is a little heavy, even when empty. My road bike definitely becomes a little more top heavy.
The bag is only able to stop small amounts of moisture from penetrating. Therefore, I would highly recommend purchasing the rain cover for this bag. I didn't, and one morning I road shortly after a light rain, so the pavement was still a little wet. Over the course of the 10 mile ride, some of my clothes inside had gotten a little damp.
Overall construction seems pretty good, but I've only had the bag for about a month so I don't know how it will hold up long term.
My main complaint about the bag is the lack of an external small compartment for keys, wallet, etc. I'm forced to either put the items in the small non-zippered pouch in the main compartment or into another bag. Both of which are not very convenient.
