1. You need to spend some time reading the instructions and practicing the "draw", as it is not very intuitive. To this end, it would be helpful to have some "dummy" cartridges for practice, as once you pull the protective tapes, it is armed. Because of the non-intuitive nature of the draw, periodic practice is a good idea, too.
2. I don't see any provision for replacement cartridges or other parts. I guess if you use it, you'll probably not mind buying a new one.
If the above are not a problem for you, then you can consider this five stars.
If they were serious about this thing they would make them out of METAL and make the clasps keep the stray on your belt if you are under a stressful attack.

I bought two of these units at the same time from different retailers and feel certain that I did not just get a defective unit since they both function? the same way.
The pepperspray itself is indeed "law enforcement strength," rated at 2,000,000 SHU and 10% OC. It is in aerosol form, which is not as effective as foam or gel but still very good, and I prefer it to stream (which can puncture an eyeball if you are too close). The packaging says it sprays at a slight upwards angle, so keep that in mind when aiming. The lack of a safety cap is negated by the built-in safety of the carrying case.
The siren is very loud and will definitely get attention from others nearby if you are in trouble. It can be disabled by removing the batteries if you have a small screwdriver and for whatever reason don't want the siren. The siren module is built into the case, not the spray handle, so if the spray handle is knocked away from you and the case is still on your belt, it will continue to wail even if you are being dragged away or whatever.
The strobe light is very weak and likely will only work well in darkness, however it is definitely blinding at night, and combined with the blinding effect of the pepperspray (which dilates the eyes and lets more light into the eye), I'm sure it can be very difficult to see anything with that pointed at you. It might also assist with aim, but be aware it is not angled up to match the spray, so you will likely need to point it at the attacker's belly button for the spray to be aimed properly. Note that there is only one strobe LED, the other thing next to it that looks like one is actually a deactivation button used to keep the strobe turned off when the spray is in the case. This is not a defect.
