R. Shep Melnick is the Thomas P. O'Neill, Jr. Professor of American Politics at Boston College and co-chair of the Harvard Program on Constitutional Government. Clearly analyzes many of the conflicting goals the law must address in ways worthy of the title "political science." Quite ironic the publisher says it's "easy for non lawyers to understand" when the author is not a lawyer. Makes clear both the value and difficulties fragmentary institutional oversight of civil rights.
