R. Shep Melnick is the Thomas P. O'Neill, Jr. Professor of American Politics at Boston College and co-chair of the Harvard Program on Constitutional Government. This is a great book. The author doesn't hide that he is coming from an extremely judicially (not necessarily politically) conservative perspective. Being unbiased is good, and being honest about your bias is good, and this author is the latter. Although he does not formally state his location along any putative scale, his writing makes it so blatantly obvious where he stands that it is equivalent to doing so.

Clearly analyzes many of the conflicting goals the law must address in ways worthy of the title "political science." Quite ironic the publisher says it's "easy for non lawyers to understand" when the author is not a lawyer. Makes clear both the value and difficulties fragmentary institutional oversight of civil rights.

I teach about the politics of inequality in a university. This is quite simply the most up-to-date and incisive treatment of Titke IX available. Melnick’s mastery of a very complicated history, dominated by both judicial opinion and administrative documentation, is impressive. And he convincingly shows how the Office for Civil Rights in the U.S. Department of Education has creatively employed administrative discretion in a way that many would deem questionable (if they knew about it). There is understandably much celebratory writing about Title IX and Melnick certainly supports gender equality. But he effectively shows why all of us should have some misgivings about the way it has been pursued.
