How tall/Height (Travelpro says: 20"): If you stand this bag on a flat solid surface and measure from the ground to the top of the bag, at its tallest point it measures about 21 1/8 inches. This measurement takes into consideration the suitcase itself AND the wheels and "feet". Its harder to get a measurement including the top carry handle, but I would estimate with the top carry handle to be about 21 1/4 inches.
So where does Travelpro get "20 inches" from? If you measure the actual suitcase itself (the rectangle box if you will), excluding the wheels, feet, and handles, the outside dimension is exactly 20". I don't think Travelpro is doing anything different than any other manufacture in selling this suitcase as a 20" - just need to understand what the numbers represent.
Width (Travelpro says: 14"): Including the wheels and feet, it is 14". The side carry handle maybe adds 1/4 inch, but if needed it can lay very flat against the bag and thus add minimally to the width.
Depth (Travelpro says: 9"): This is much harder to measure. If you take the suitcase out of the box and take the packing paper out from the inside, the bag will measure about 9 1/2 inches. If you push it together as much as possible, yes, you'll get 9 inches or less. However, if you stuff it full and have the outside pockets full as well (without expanding it), it will likely measure over 9 inches, probably more like 9 1/2. This probably will never be a problem, just know when using the bag it will likely always be more than 9 inches. If you are careful and do not stuff it completely full, especially the outside pockets, you will come in at 9 inches. And this bag does expand 2 inches if needed.
In summary, I would say the "real-world" dimensions of this bag are: 21 1/4 x 14 x 9 1/2
You shouldn't have any issue's when you carry-on this bag. Rather, I mention the actual dimensions in case you are considering a 22" bag. We were debating between the 20 and 22 in bag, but after measuring the actual dimension, it became clear the 22" would be pushing it and technically probably too big to carry-on some US airlines. I feel this is the perfect wheeled carry-on and would recommend to anyone.
If you are wondering what makes this an "expandable business plus rollaboard", it would be the outer two pockets. The most outer pocket has a padded pocket with strap to hold a tablet or very small laptop. Its also a place for a few pens, key ring, phone, and other small accessories. The second inner pocket has a place for a larger laptop, a divided section for papers or folders, a zippered pocket, and other places to hold small accessories. If you are not a "business" traveler or don't usually carry these things with you, you may not find these quite as useful. However, even if you aren't a "business" traveler, it is still very handy to have a place to put your tablet, magazines or book, or other accessories. Anyone, not just the business traveler would find this useful.
As for the other aspects of the bag, everything about it is excellent. Very sturdy, high quality all around, great zippers, and I am very happy we purchased this bag for our new carry-on. I've already recommended it to others.
Empty 21 1/4 x 14 x 9
Empty + Laptop 21 1/4 x 14 x 11 1/2
Full 21 1/4 x 14 1/2 x 9 3/4
Full + Laptop 21 1/4 x 14 1/2 x 12
I like the bag over all, the RFID protector is a cool feature. Also the two straps inside help keep the girth down. Rolls well and the handle extends effortlessly.
The last pocket in the front adds about 1" but it can be pushed in but doesn't stay in.
So if you're not careful you could go over the maximum allowable measurements for a carry on.
In my case for British Airways it is 22x18x10 so it should be fine even with the pudgy front pocket.
Haven't road tested it yet and will check back in with an update after new years.

The 20 inch length is perfect for fitting into most airplane overhead compartments (a prior bag I owned was an inch too long, which required often pivoting that bag sideways in overhead compartments, which is not the case at all with this Travelpro 20" bag). As frequent travelers may have observed, the Travelpro brand is a favorite of flight crews, and in my experience, this is for good reason. Their products are good.
This particular bag rolls smooth, and the compartments are spacious. When needed, an expansion zipper can be unzipped, which expands the main compartment - a nice feature which can be used when packing more clothing for longer trips. Highly recommended.
