This is, of course, a classic piece in any library dealing with law and political theory. But I would contend that is due more to its historic value than the applicability of its content in political discourse today. First, the translation is phenomenal, and the foreword very well written. But the form of reasoning Aquinas uses seems a bit archaic today. (This is to be expected, given the time in which it was written. The world had not yet adopted the scientific method as the primary means for proving or disproving theories.) There's a lot of, "This is true because we know it to be true." As I said, not a particularly effective style of communication in today's society.
Still, there are some overarching principles and questions raised which are relevant. I always read these types of books with a highlighter in hand, to mark any passages that interest me, and I certainly did some marking here.
