Richard Dolan is the author of "UFOs and the National Security State,” a recent work central to understanding the government management of the extraterrestrial phenomena issue during the second half of the 20th Century. He will also point out why it is unlikely that "true" UFOs in the early years could have been the product of a secret military program.
