I opted to replace the hardware with stainless bolts and t-nuts. I used 1/4-20 hex head bolts. The 8 bolts holding the handle and stand are 1.5" long. All the others are 5/8" long. I also used stainless lock washers under the heads of the bolts. The only modification needed was to drill out all of the holes in the plywood bottom and sides to 5/16" to accept the t-nuts. The holes in the steel frame members were already large enough for the 1/4" fasteners and did not need re-drilling. With these bolts, the ends of the bolts end up flush or slightly sub-flush with the inside of the cart. There is nothing to catch and tear a bag. The hex heads on the bolts aren't quite as user friendly as round headed bolts would have been, but they can be torqued tighter without stripping the heads.
I ordered the bolts, etc. from McMaster-Carr. The part numbers are as follows:
1/4-20, Tee-Nuts, 18-8 Stainless Steel 90973A029 @ 5.95/box of 10 (need 3 boxes)
1/4-20x1.5, partial threaded, 316 SS hex head bolts 92186A546 @ 4.04/box of 10
1/4-20x5/8, full thread, 316 SS hex head bolts 93190A539 @ 5.98/box of 25
1/4" split lock washers, 316 SS 92147A029 @ 5.21/box of 100
The total cost for the hardware is 33.08 plus shipping. I'm sure plain steel parts would probably hold up just fine for a long time, but the cost of the SS parts was so reasonable, I couldn't resist. The SS bolts will also allow tightening (or dis-assembly) long after plain steel would be rusted solid.
After I had the cart assembled, I noticed that the handle and the stand each has a hole drilled in it, presumably for drainage. Of course, I had the hole in the handle pointed up where it would collect rain. I had to remove the handle and remount it with the hole down. Ditto for the stand - the hole should point down when the cart is parked standing on end.
I now expect this cart will outlast me by a good margin.
When I went to put it together, the only issue I had was that one of the steel frame pieces on mine had been welded wrong, so it was slightly bent. But I called the number included on the instruction booklet, and they sent me a replacement part promptly (it came in a few days), and it was perfect. So I was then able to put the cart together. The construction wasn't hard at all - I just followed the directions in the booklet, and it probably took about an hour or so. I added extra washers to all of the bolts on the plywood side, like one of the other reviewers suggested, to help reinforce the holes in the plywood, and I'm glad I did that - I think it will help the plywood wear better around the bolts. And once it was all put together, I had a very solid and satisfying cart.
I've been using it almost everyday - carrying wood, dirt, bricks, concrete blocks, branches, recycling, trash, etc, and it's been fabulous, handling everything with ease, even really heavy loads. It's a great design - the two big wheels make it steady and able to go over all sorts of terrain with ease, and the prop bar keeps it from rolling away when you set it down. And the removable end panel is another great design feature - I use that quite regularly when I dump things. I can happily say that I really love this cart - and I love that I got such a great cart for such a reasonable price.
UPDATE TWO YEARS LATER:
I am still using this cart regularly, and continue to be delighted with it. If you take care of it, it will serve you well for a long time. I just have to pump the tires up in the spring, after they deflate over the cold winter - otherwise, I haven't had anything break or fail.
