Got this cable, downloaded the drivers from the site they direct you from and I can now access the 480 with the Kenwood control program and N1MM and I can program the V71A, just a matter of selecting the right comport.
Read up on the difference between the Prolific chip and it's problems and then look at the info for the FTDI.
Plugging in the cable to an available USB port, Win7 64-bit immediately recognized the device and automatically downloaded and installed the drivers. After that, it was a matter of plugging in my Garmin GPS III Plus to the serial port end of the cable. I fired up Garmin MapSource and did a download from the GPS; the program found the GPS without a hitch and off-loaded all my recent tracks.
It should be noted Garmin does supply a serial to USB cable but they specifically state its drivers do NOT work with 64-bit operating systems. This cable made my older serial comm GPS III Plus work just fine on a 64-bit operating system. So this cable is not only a good deal, it's a good way to keep using older serial equipment through a USB port. This is probably the best thing I've purchased for my new computer since I got it.
